Uttarakhand Merges Road and Bridge Works Approval Into a Single Sanction

Reviewed by 4 min read

Uttarakhand’s cabinet has decided that road and bridge works in the state will move on a single approval instead of separate ones. It sounds like paperwork. For anyone running excavators and rock breakers on hill-road jobs, it changes how long a machine waits on site, and whether the crew that cuts a road also gets to build the walls and drains that hold it up.

The quick facts

  • The Uttarakhand cabinet, chaired by Chief Minister Pushkar Singh Dhami, met on Thursday 22 October 2026 in Dehradun.
  • It approved simplifying the sanction process for road and bridge construction so that works go ahead on one approval, not several.
  • The same sitting cleared a Rs 7,412 crore supplementary budget for the coming Assembly session. No split for roads was published.
  • No government order, effective date or list of covered departments has been published yet.

What did the cabinet decide?

Uttarakhand Post, Uttarakhand Morning Post, Khabar Pahad and Navin Samachar all list the decision among the 22 October cabinet items, in near-identical words: separate approvals for road and bridge construction give way to one. Amar Ujala’s Dehradun bureau goes further. It reports that the state now sanctions hill roads in two stages. Stage one approves the cutting of the road. Stage two, which comes later, approves the protection walls, culverts, drains and other works. Amar Ujala says that second approval can take several months, and the freshly cut road gets damaged while it waits. Under the new system both stages would be sanctioned together.

What it means for buyers

Hill-road cutting in Uttarakhand is excavator and breaker work, mostly in the 14 to 21-tonne class, because narrow formation and hairpin access cap machine size whatever the budget. Most of the big brands, Tata Hitachi and JCB among them, sell hard into that bracket. A crawler excavator with a hydraulic rock breaker opens the cut. The walls, culverts and side drains that follow are smaller-machine work: a backhoe loader for drains and foundations, plus mixers and plate compactors for the masonry and concrete.

Under a two-stage system those jobs run months apart, and on a hill road that gap is expensive. Moving a 20-tonne machine up a mountain on a low-bed costs time and money in both directions. A fleet owner who finishes the cut either keeps the excavator idle on site or brings it down and hauls it back later. If both stages are cleared together, the protection work can follow the cut in the same mobilisation, and an owner can plan on a longer, steadier stay for each machine.

Our take: this is likely to favour contractors who can do both halves. A firm that only cuts roads may find the work bundled with masonry and drainage it has never priced, so expect more tie-ups between cutting fleets and civil crews. There is a downside for some owners too. Fewer unprotected cuts sitting through a monsoon should mean fewer slips, and slip clearance has been steady hire work in the hills. All of this depends on the order the government still has to issue.

What to watch

  • The government order setting out the new sanction rules, its effective date and which agencies it covers.
  • Whether works already cleared at stage one get their protection works approved under the new rules.
  • Whether combined sanctions turn into bigger, combined tender packages.

FAQ

What did the Uttarakhand cabinet approve on 22 October 2026?

It approved simplifying the approval process for road and bridge construction so that works proceed on a single approval instead of separate ones. The detailed government order has not been published yet.

How did the old road approval process work?

According to Amar Ujala, roads were sanctioned in two stages: cutting first, then protection walls, culverts and drains in a second approval that could take several months.

Which machines are affected most?

Excavators and rock breakers that cut hill roads, and the backhoe loaders and mixers that build the walls and drains. Combined sanctions let both sets of machines work in one mobilisation.
