L&T Central Secretariat Order: CCS 4 and 5 Plus Two 47-Floor Amaravati Towers

L&T has won two government building orders in one announcement: Common Central Secretariat buildings 4 and 5 on Kartavya Path for the Central Public Works Department, and two 47-floor office towers at Amaravati for the Andhra Pradesh government. They are both concrete jobs, but they need very different kit. One is a wide, low build with huge floor plates. The other is two tall, slim towers.

Key facts

  • Larsen & Toubro’s Public Spaces, Airports & Health vertical announced both orders on 21 October 2026.
  • New Delhi: CPWD, two buildings of basement + ground + 7 floors, 32.8 lakh sq ft built-up, EPC, 24 months, then five years of operation and maintenance.
  • Amaravati: two towers of basement + ground + 47 floors flanking the Amaravati Quantum Computing Centre, 37.5 lakh sq ft, design and build, shell and core only, 30 months.
  • L&T calls the orders “large”, its band for Rs 2,500 crore to Rs 5,000 crore. It gives no split between the two jobs.

What did L&T win?

The company’s own press release, dated 21 October, sets out both scopes. In Delhi, L&T handles structural, architectural, MEP and external development works. In Amaravati it builds shell and core, so fit-out is not in this order. CNBC TV18 carried the same areas, floor counts and timelines the same morning. Neither the release nor any desk gives a separate value for each job, a start date or the foundation design.

What it means for buyers

Divide the areas by the floors and the two sites look nothing alike. If the area is spread evenly, CCS 4 and 5 come to roughly 1.8 lakh sq ft per level per building across nine levels. The Amaravati towers work out to about 38,000 sq ft per level across 49 levels. That’s a floor plate around one-fifth the size, stacked more than five times higher.

Kartavya Path is the wide job. A big basement under two large footprints means a solid earthmoving phase at the start: 20 to 30 tonne excavators, tippers and compaction. Then come several tower cranes to cover the plates, with boom pumps and ready-mix for the whole 24 months. The timing is the catch. Delhi’s GRAP curbs on construction dust usually bite between November and January, so a site mobilising now may not get a clean digging run until February.

Amaravati is the tall job. A 47-floor shell needs a heavy raft or piled foundation, and the geotechnical report hasn’t been published. After that, the work is all about vertical concrete: high-capacity tower cranes with tie-ins, high-pressure concrete pumps with placing booms, and a steady floor cycle. Forty-nine levels in 30 months, foundations included, works out to about 1.6 levels a month over the whole term.

Amaravati is also getting crowded. On 6 October the state set a capital works target of Rs 2,000 crore a month, against Rs 1,345 crore in September. A third set of high-rise towers competes for the same crane crews, pump operators and batching capacity in the capital region.

Our take: neither order is a reason to buy new earthmoving iron. The real demand is for crane and pump owners. Delhi needs a fleet of cranes to cover the floor plates, and Amaravati needs a few tall, high-capacity ones for over two years. Excavator owners near Delhi get a short basement window, and winter pollution curbs may squeeze it.

What to watch

  • L&T’s September-quarter results on 27 October, for the value of each order and how much of the band is new intake.
  • Sub-let excavation, piling or MEP packages on either site.
  • Any GRAP stage order in Delhi that halts earthwork over the winter.

FAQ

What is the value of L&T’s Central Secretariat order?

L&T has not given a separate figure. It classifies the two orders it announced on 21 October 2026 as “large”, which in its scale means Rs 2,500 crore to Rs 5,000 crore.

What will L&T build in Amaravati?

Two office towers of basement + ground + 47 floors on either side of the Amaravati Quantum Computing Centre, totalling 37.5 lakh sq ft. The scope is shell and core on a design and build basis, due in 30 months.

Which machines will these sites use most?

Tower cranes, concrete pumps and ready-mix for the full term on both. Delhi also needs a big basement dig early on. Amaravati needs a heavy foundation and high-capacity cranes for the tall towers.
