Welspun Ahmedabad Sewer Order: Rs 351 Crore From AMC

Welspun Enterprises told the exchanges on Sunday that its subsidiary has picked up two sewer rehabilitation orders in Ahmedabad worth Rs 351.24 crore. On the face of it, that is a large civil contract in a major city. Read the scope, though, and it buys very little heavy iron. That distinction is worth more to a Gujarat fleet owner than the headline number is.

What was announced

The disclosure reached the exchanges on 20 September and was carried by Angel One and several market desks the same morning. The work sits inside a far larger municipal programme. Gujarat Samachar reported on 15 September that AMC is spending roughly Rs 3,200 crore rehabilitating 69 ageing drainage and storm-water lines totalling 196.23 km, most of them 25 to 50 years old. Forty-two of those lines, covering 85.89 km, are already finished at a reported Rs 950 crore. Neither the corporation nor the company has published a length or a pipe diameter for the two packages awarded now, so there is no per-km rate to compute here.

Why does a Rs 351 crore order buy so few machines?

Because this is rehabilitation, not new build. The asset already exists. The corporation’s own description of the programme is that lines are relined from within the existing pipe, precisely to avoid digging up roads across the city. That one sentence rewrites the machine list.

There is no mass earthwork, no borrow haulage and no paving train. What the Welspun Ahmedabad sewer order does pull is shaft work: launch and reception pits at intervals along the alignment, sunk in live streets where road width and buried utilities cap machine size long before the budget does. That means backhoe loaders and small excavators in the 2 to 8 tonne class, not 20-tonne crawlers. Add truck or crawler cranes to lower liners, pipe and muck skips, tippers on short city runs, then plate compactors and baby rollers for reinstatement.

Our take: the pattern to price against is a scatter of small, short-duration sites spread across a city over two years, not one big site running a fleet. That tilts towards hire rather than purchase on the general-purpose machines, because no single pit justifies owning one, and low-bed cost between sites eats the ownership case. The specialist trenchless kit belongs to the contractor and never reaches the open-hire market at all.

The number a Gujarat contractor should actually write down is the forward one. On the same programme reporting, 11 lines covering 34.90 km are in progress at about Rs 440 crore, and 16 more major lines covering 75.43 km are still to be awarded at an indicative Rs 1,800 to 1,850 crore.
