Haryana Public Health Works: Rs 399.85 Crore Cleared for 13 Sewer and Water Jobs

Haryana has cleared 13 sewer, sewage-treatment and drinking-water works worth Rs 399.85 crore, spread from Panchkula and Ambala down to Nuh and Mahendragarh. For contractors who run backhoe loaders, mini excavators and small compaction kit in the state, this is a list of where the next year of trench and tank work sits. It is not a crawler-excavator story, and the split below shows why.

The quick facts

  • Chief Minister Nayab Singh Saini’s High Powered Works Purchase Committee met in Chandigarh on Wednesday, 21 October 2026.
  • It approved 13 Public Health Engineering works estimated at about Rs 419.34 crore for Rs 399.85 crore, a saving of Rs 19.49 crore.
  • The biggest single item is a Rs 58.50 crore demolition and rebuild of the department’s Panchkula office.
  • No contractors were named for any of the works.

What did Haryana approve?

The state’s release, carried by Millennium Post and the Hindi desk Khas Khabar, lists every work. Rohtak gets four sewer repair jobs: Rs 15.90 crore for spiral lining and RCC work on the trunk sewer from Gandhi Nagar to Main Jhajjar Road, Rs 17.25 crore to renew other damaged lines, Rs 16 crore at Singhpura and Rs 15 crore at Sukhpura Chowk. New sewerage and treatment works go to Shahzadpur in Ambala (Rs 48 crore, with a 3 MLD STP), Jagadhri (Rs 24 crore), Hisar (Rs 33.95 crore for a 10 MLD STP and pumping station) and Ghaseda in Nuh (Rs 17.90 crore). Waterworks jobs cover Kaimri (Rs 54 crore), Dhanauri (Rs 42.50 crore, including a feeder canal), Ratia (Rs 31.50 crore) and a 5 MLD plant at Asrawas in Mahendragarh (Rs 25.49 crore). The batch includes CIPP sewer work, which repairs a live line from the inside without digging it up.

The 13 itemised figures add up to Rs 399.99 crore, slightly above the stated total, so treat each line as rounded.

What it means for buyers

Split the money by job type and the fleet changes. About Rs 64 crore, the Rohtak quartet, is rehabilitation. Spiral lining and in-situ repair need access pits, jetting and a small backhoe loader on site, not a 20-tonne crawler. About Rs 124 crore is new sewerage and STP work, which is street trenching: mini excavators, backhoes, plate compactors and a small roller to reinstate the road. The four waterworks, about Rs 153 crore, carry the real earthwork. The state says it is concreting the floors of its waterworks storage tanks to stop leakage, and Dhanauri adds a canal. That pulls excavators, tippers and soil compactors, then transit mixers for the RCC.

The average ticket is about Rs 31 crore across ten-odd locations. That suits mid-size Haryana contractors who own a backhoe or two and hire the rest for each site.

Our take: a 4.6% saving against estimate is a shallow discount. It suggests bidders priced close to the schedule rather than undercutting each other, which leaves room for proper hire rates rather than distress pricing. With the dry season open until the monsoon, owners of compact kit in Rohtak, Hisar and Ambala should expect calls once work orders go out.

What to watch

  • Work orders naming the contractor for each of the 13 jobs.
  • Whether the Rohtak lining work goes to a specialist trenchless firm or a general civil contractor.
  • The next works committee sitting and any further district batch it clears.
