Odisha has cleared the biggest single block of transmission spending in its history, and for equipment owners in the state’s mining and industrial belt it reads as a multi-year pipeline of substation earthwork rather than one job to chase. The Odisha power transmission approval covers Rs 15,948.70 crore of grid work, including the state’s first 765 kV substations.

What the cabinet approved

The decision came out of the 47th sitting of the Majhi cabinet and was reported by Odisha desks including Orissa Post, Sambad English and Kalinga TV, which put the figure at Rs 15,948.70 crore and describe it as the largest energy-sector investment the state has sanctioned. The state also said it will bring in AI-based inspection and predictive maintenance for its transmission lines. What the cabinet note carriers reproduced does not say is route kilometres for the associated lines, a completion year, a package split, or whether the 765 kV yards will be air-insulated or gas-insulated.

What it means for equipment buyers

Split this into two very different jobs before sizing anything. A substation is a single graded platform: cut and fill, formation, compaction, cable trenching and foundation concrete, all concentrated on one site and running for months. A transmission line is scattered tower pits down a corridor, which is a logistics and supply problem far more than an earthmoving one. Five new substations plus 79 upgrades is where the plant hours sit, not in the line spans.

The switchgear choice matters more than the rupee figure. A 765 kV air-insulated yard needs several times the land of a gas-insulated one at the same voltage, and that land has to be cleared, levelled and compacted first. Until that is disclosed, the honest read is that the three 765 kV sites are the earthwork story and their scale is not yet knowable.

Geography helps here. Kolabira and Kansbahal sit in the Sundargarh mining belt and Titilagarh in Balangir, districts where excavator and tipper fleets already work coal and steel-linked jobs, so contractors can redeploy rather than buy. Duburi is inside the Jajpur industrial cluster. The 20-tonne class, soil and tandem compactors and motor graders do the platform work; pick-and-carry and crawler cranes come in later for gantry and equipment erection.

Our take: the 79 brownfield upgrades are the part most owners will misjudge. Work inside a live, energised yard runs on shutdown windows, tight footprints and no blasting, which favours backhoe loaders and compact machines on hire over anything bought for the job. Treat the greenfield 765 kV platforms as the purchase signal and the upgrades as a utilisation one. Nothing is awarded yet, so the real trigger is the package tendering that follows, and in Odisha serious ground work realistically restarts after the monsoon. What to watch

  • Whether the three 765 kV substations are tendered as air-insulated or gas-insulated yards, which decides how much land is graded.

  • The first package tenders and their qualification thresholds, which decide whether regional contractors can bid at all.

Does this approval mean contracts are available now?

No. The cabinet has sanctioned the investment. Packages still have to be tendered and awarded, and no contractor, timeline or package split has been made public.

Is Rs 15,948.70 crore the construction budget?
