This is a fabrication and erection contract rather than an earthmoving one. Jetty-side support work brings in a small excavator or backhoe loader for foundation and anchor pockets, with mixers for the rail beams and grouting. For an owner, island work pays a premium rate for exactly this reason: the mobilisation is slow, the machine is committed for the full year, and very few fleets are willing to send one.
