Dholera 50 MLD Desalination Plant Tender, Gujarat (Rs1,049 Cr)

Dholera Industrial City Development Ltd has invited bids worth Rs1,049 crore to build a 50 MLD sea water desalination plant in the Dholera Special Investment Region, Gujarat, with bids closing on 3 September 2026.

Dholera has been drawing steady construction spend for a few years now, and water is the piece that has to land before the industrial plots fill up. This package puts a 50 million-litre-a-day sea water reverse osmosis plant on the ground, contracted on a Hybrid Annuity Model. At Rs1,049 crore it is among the biggest single water-infrastructure jobs currently open anywhere in the country.

Scope of the job

The contract is for development of a 50 MLD SWRO desalination plant inside DSIR, Dholera. Under HAM, the developer builds the plant against staged payments during construction and then earns annuities linked to performance over the operating term. The concession agreement, schedules and safety handbook are all part of the bid pack, so the commercial reading matters as much as the technical one.

A desalination plant of this size is a civil-heavy build before it is ever a process plant. Intake and outfall works, pump houses, RO halls, chemical dosing buildings, clear water reservoirs, internal roads and a substantial foundation programme on coastal soil all come first. The Gujarat coast near Dholera is flat, saline and low-lying, which usually means ground improvement and careful dewatering.

Who should bid

The lead bidder needs water-treatment process credentials plus the financial strength that HAM demands. Realistically that points to established water EPC firms, often in consortium with a desalination technology partner. Civil contractors and plant owners in Bhavnagar, Ahmedabad and the wider Dholera catchment should be looking at the subcontract layer instead: site grading, piling, RCC structures, pipeline laying and the long material haul into DSIR.

Equipment the site will need

Early works run on excavators for intake channels and foundation pits, dozers and motor graders for platform levelling across a large flat site, and soil compactors to prepare the plant area. Piling rigs are likely given coastal ground conditions. Once structures start, a batching plant with transit mixers and concrete pumps carries the RCC programme, while mobile and crawler cranes handle tank shells, RO skids and pipe spools. Tippers move a lot of fill on a site this size.
