Uttar Pradesh has finally put a price on the Ganga Expressway’s northern arm. On 25 August the state cabinet cleared the run from Meerut up to Haridwar at Rs 10,761 crore, the first hard number attached to a corridor whose Uttarakhand half was signed off as an MoU earlier this month. For contractors and fleet owners working the western Uttar Pradesh belt, that figure is what turns a line on a map into something you can size a fleet against.
The quick facts
- The UP cabinet sanctioned the extension on 25 August 2026 at Rs 10,761 crore, one of 24 proposals cleared at the same sitting.
- Six lanes, built greenfield, on an alignment designed to take a widening to eight lanes later.
- The extension length has not been fixed in the disclosure. Carriers place it between 110 and 140 km, running north past the Muzaffarnagar, Bijnor and Amroha side.
- It hangs off the 594 km Meerut-Prayagraj Ganga Expressway, still under construction across 12 districts, with UPEIDA as the implementing authority.
What the cabinet actually cleared
The decision came at a Yogi Adityanath cabinet meeting in Lucknow. Dainik Jagran, Zee Business and News24 each carried the Rs 10,761 crore sanction, and India TV reported the six-lane specification with headroom for eight. Uttarakhand’s cabinet had already cleared the memorandum of understanding for the same extension, so both states are now formally committed to their halves.
Two things were not put out, and we are not going to guess them: the exact route length, and how UPEIDA intends to cut the work into packages.
What does Rs 10,761 crore buy per kilometre?
Run the sanction against the length band and it lands at roughly Rs 77 crore to Rs 98 crore a kilometre. Set that beside the anchors this desk has already computed: UP’s four-expressway approval in July worked out near Rs 80 crore per km, while the Jewar Link Expressway came in around Rs 115 crore per km because it carried heavy structures. This one sits in ordinary greenfield territory, which tells you what kind of job it is before any tender appears.
What it means for buyers
The Ganga Expressway Haridwar approval describes an earthwork job, not a structures job. This is doab and floodplain country, so the earth mostly moves up rather than out: borrow areas, long tipper hauls, dozers spreading in layers, then soil compactors and motor graders chasing levels across a very long front. Excavators here load more than they dig, which keeps the work in the 20 to 21 tonne class rather than anything heavier. That is the volume band where Tata Hitachi, Caterpillar and Hyundai fight hardest in India, and where hire rates move first when a corridor programme mobilises.
River and canal crossings pull in piling rigs and crawler cranes, but on a corridor of this shape they are a minority of total machine hours. Do not let the bridge renderings set your fleet plan.
Timing is the part most people get wrong. An approval is not an award. UPEIDA still has to tender the packages and pick contractors, and the western UP earthwork window runs roughly October to May because the floodplain closes down in the monsoon.
Our take: the stacking is the real signal. UP has sanctioned the Vindhya group, the Jewar link and this extension inside about 18 months, largely across the same belt of districts. That reads as sustained tipper and compaction demand rather than one spike, which usually argues for hiring capacity up before committing to long-tenure purchases. Remember too that a sanction of this kind covers land acquisition, and on a greenfield alignment through farmland a real slice of Rs 10,761 crore is compensation that never reaches a contractor’s plant account.
What to watch
- UPEIDA’s package tenders, and how many lots the extension is cut into.
- Whether the length settles nearer 110 km or 140 km. It swings the per-km rate by about Rs 20 crore.
- How the two states divide scope at the border, and when Uttarakhand’s side moves past the MoU stage.

FAQ
Has the Ganga Expressway Haridwar extension been awarded to anyone yet?
No. The UP cabinet has sanctioned the money and the alignment. Tendering by UPEIDA, package splits and contractor selection all come later, and no award has been announced.
How long is the extension?
It has not been formally stated. Reports place it between 110 and 140 km from the Meerut end to Haridwar, which is why the per-kilometre cost here is given as a band rather than a single figure.
Which machine classes will the job pull first?
Earthmoving and compaction: tippers, dozers, 20 to 21 tonne excavators loading borrow, soil compactors and motor graders. Piling rigs and cranes arrive later and only at the water crossings.
