Odisha has handed a single contractor four four-laning packages in one cabinet sitting, and the accepted bids came in roughly a third below the sanctioned estimates. For anyone running earthmoving or paving plant in the Eastern Ghats belt, that second fact matters more than the headline value. About 112 km of widening work is about to mobilise, and the margin on it is already tight.

The cabinet, chaired by Chief Minister Mohan Charan Majhi, cleared four Works Department proposals. Tathya, Kalinga TV and Ommcom News each carried the decision with the package values. The four are the Rayagada to Kereda road (MDR-48B), km 0/0 to 25/166, at Rs 126.94 crore; Komtalpeta to Muniguda to Tumudibandha (SH-5) Phase I, km 0/000 to 30/000, at Rs 147.10 crore; SH-5 Phase II, km 30/000 to 45/615 plus km 52/770 to 68/055, at Rs 133.79 crore; and Bhawanipatna to Muniguda (SH-6), km 37/340 to 63/650, at Rs 130.68 crore. Those four bid values sum exactly to the stated Rs 538.51 crore total, which is a useful sign that nothing is missing from the batch. Ommcom News reports an 80 kmph design speed on the SH-5 Phase I stretch.
What does 112 km of four-laning actually buy in machines?
Work out the rate before you work out the fleet. Across all four packages the money lands at about Rs 4.8 crore per km, and the individual packages sit in a narrow band from roughly Rs 4.3 to Rs 5.0 crore per km. Set that against the two anchors this desk has computed before: about Rs 7.3 crore per km on a greenfield hill formation in Arunachal, and about Rs 1.26 crore per km on a batch of Uttarakhand hill roads that were mostly resurfacing. Rs 4.8 crore per km is squarely a widening rate. There is real formation, drainage and culvert money in it, but nobody is cutting a new alignment through the Eastern Ghats for that.
That shapes the plant list. Widening an operating state highway is staged work beside live traffic, not open-front mass earthwork. The hours go to soil and tandem compactors holding layer control on narrow strips, a motor grader and paving train that keep shifting, backhoe loaders on drains, side slopes and utility shifting, and 20-tonne class excavators rather than anything bigger, because the working width and the hill geometry cap the machine, not the budget. Tippers run short shuttles, so you need more of them and smaller ones than a greenfield job would want.
Our take: the bid discount is the part worth reading twice. Winning four packages at about 33 per cent under estimate leaves very little room to carry idle iron for two years. Our read, and it is a read rather than a fact, is that this reinforces hire over purchase across the Odisha tribal-belt corridors: one contractor with one fleet cascading across four adjacent stretches, topped up from local rental when a package peaks. If you own compaction or paving plant within reach of Rayagada or Bhawanipatna, the demand is coming, but so is pressure on the rate you can quote.
What to watch
- Whether mobilisation waits for the post-monsoon window. Earthwork and paving in this belt realistically run October to May, so a 24-month clock has only two usable dry seasons in it.
- Whether the same aggressive bidding shows up in Odisha’s next Works Department batch. One sitting is not a trend.
- Sub-contracting on the culvert and minor-bridge scope, which is where local pick-and-carry crane and concrete plant hire usually gets pulled in.
