Shivalaya Construction now owns the project company for ERES-47, the new 765 kV corridor that runs from Nawada in Bihar to Durgapur and Jeerat in West Bengal. REC told the exchanges that the transfer completed on 16 October. For machine owners in south Bihar and western Bengal, that moves a Rs 5,200 crore-class transmission build from paperwork to a contractor with a March 2029 deadline.
The quick facts
- Winner: Shivalaya Construction Ltd, selected through tariff-based competitive bidding (TBCB) run by REC Power Development and Consultancy (RECPDCL).
- What changed hands: all 50,000 shares of Nawada Durgapur Power Transmission Ltd, with its assets and liabilities, on 16 October 2026, for Rs 18,44,62,442 including taxes, fees and expenses.
- Scope: a new 765/400/220 kV substation at Nawada, a new 765 kV switching station at Durgapur, Nawada-Durgapur and Durgapur-Jeerat 765 kV double-circuit lines, and a loop-in of the Gaya-Ballia 765 kV line at Nawada.
- Deadline: commissioning by 31 March 2029.
What did Shivalaya take over?
REC’s regulatory disclosure, reproduced by Electrical Mirror and Power Peak Digest, says the SPV stopped being a subsidiary of RECPDCL and REC from 16 October. The Nawada substation carries two 1,500 MVA 765/400 kV transformers, two 500 MVA 400/220 kV transformers and 765 kV bus reactors. When seven bidders were shortlisted in September, the scheme’s estimated cost was put at around Rs 5,200 crore. T&D India reports this as Shivalaya’s second interstate TBCB win. The Rs 18.45 crore is only the price of the SPV shell, not the contract value.
Which machines will ERES-47 pull?
Split it in two before thinking about fleet. The Nawada substation is one large graded platform: sustained earthwork with excavators, dozers, graders and soil compactors, then a long concrete phase for transformer plinths, gantry footings and cable trenches with batching and transit mixers. Placing 1,500 MVA transformers needs hydraulic trailers and a heavy crane for a few days, which is hire work, not a purchase. Durgapur is a second, smaller platform.
The lines are a different job. A 765 kV double-circuit route is hundreds of separate tower pits strung across two states. Each footing needs a backhoe loader or a 20-tonne-class excavator for a few days, a mixer run and a low-bed move to the next location. That is logistics-led work, and it suits hired machines that keep moving. No line length was given in the transfer disclosure, so we have not sized the tower count.
Timing matters as much. Bihar and Bengal lose roughly June to September to the monsoon, so a March 2029 finish leaves about two full dry seasons. Route survey, land and right-of-way usually come first, which points to foundation demand building through 2027. Our power and renewable energy page lists the usual fleet for this class of work.
Our take: a TBCB winner is its own client, so the machine demand lands in the civil and tower-erection packages it hands out. Owners of backhoes and mid-size excavators around Nawada, Gaya, Bardhaman and Durgapur are the ones to gain. We would not buy a machine against this scheme alone.
What to watch
- Shivalaya naming EPC partners for tower foundations, erection and the Nawada substation civil works.
- CERC granting the transmission licence and adopting the tariff, the usual next regulatory step.
- A published route length, which would size the line fleet properly.

FAQ
What is the ERES-47 transmission project?
Eastern Region Expansion Scheme-47 is an interstate 765 kV corridor linking a new Nawada substation in Bihar with a new Durgapur switching station and the existing Jeerat (New) substation in West Bengal, due for commissioning by 31 March 2029.
Is Rs 18.45 crore the value of the contract?
No. It is what Shivalaya paid RECPDCL for the project company, including taxes, fees and expenses. The scheme itself was estimated at around Rs 5,200 crore at the September shortlist stage.
Can contractors still get work on ERES-47?
Yes, through the developer. The SPV is awarded, but foundation, erection and substation civil packages are typically sub-let, so watch for Shivalaya’s package awards.
