The official record puts a construction project manager salary in India at grade E-3 in the central construction PSUs: an IDA basic pay scale of ₹60,000 to ₹1,80,000 a month, before DA, HRA and allowances, after about 5 to 6 years of experience. NBCC graded its Project Manager (Civil) there. On contract, NHAI’s InvIT manager offered a highways Project Manager about ₹17 lakh a year in 2025 for 10 years’ experience, and IIT Palakkad paid ₹70,000 a month consolidated. Chief project managers on metro work sit at ₹1.2 to ₹2.8 lakh basic.
Ask ten contractors what a project manager earns and you will get ten numbers, most of them from memory. Government construction companies and public bodies publish theirs. Every figure below comes from a recruitment notice we read in full, with its date, so you can see how the title is graded, how many years each rung asks for, and where the money actually comes from.
Construction project manager salary in India: the official figures
These are posts advertised under the title Project Manager, Deputy Project Manager or Chief Project Manager, with the pay each notice states.
| Employer and post | Pay stated | Experience asked | Notice date |
|---|---|---|---|
| NBCC, Project Manager (Civil), E-3 | ₹60,000 to 1,80,000 basic (IDA) | 6 years | 3 May 2022 (later cancelled) |
| NBCC, Project Manager (Structural Design-Civil), E-3 | ₹60,000 to 1,80,000 basic | 6 years | 23 Feb 2024 |
| NBCC, Deputy Project Manager (Structural Design-Civil), E-2 | ₹50,000 to 1,60,000 basic | 3 years | 23 Feb 2024 |
| NHIPMPL (owned by NHAI), Project Manager, highways, 3-year contract | ₹17,00,000 a year (approx.) | 10 years | 30 Jan and 23 Apr 2025 |
| IIT Palakkad, Project Manager (Civil), contract | ₹70,000 a month consolidated | 5 years | 9 Oct 2025, re-notified 21 Jan 2026 |
| Kerala Road Fund Board, Project Manager, contract | ₹50,000 a month consolidated | 20 years | 22 Aug 2026 |
| Guwahati Smart City, Chief Project Manager (Civil), contract | ₹12 lakh a year | 12 years | 12 Apr 2023 |
| Maha Metro, Chief Project Manager (Civil, Underground) | ₹1,20,000 to 2,80,000 basic | 19 years | 15 Apr 2026 |
Two things stand out. The PSU figures are pay scales, a range a person moves up through, and the contract figures are fixed amounts for one post. The Kerala post asking 20 years at ₹50,000 also provides for retired staff, which helps explain why it sits below IIT Palakkad’s ₹70,000 for 5 years.
Why the same title pays so differently
The job title is not the unit of pay in a public company. The grade is. The scale ₹60,000 to ₹1,80,000 is grade E-3 in every central PSU, but each company names it its own way:
- NBCC calls E-3 Project Manager.
- IRCON’s 2018 pay sheet calls E-3 Manager.
- NPCC’s executive list calls E-3 Sr. Manager, and its Manager is one grade lower, at E-2.
So a Manager at one PSU and a Project Manager at another can draw the same basic pay. When you compare offers, compare the scale and the grade.
The ladder: years to each grade
The experience bars are where the notices are most useful to someone planning a career. Three central PSUs ask for these years at each grade:
| Grade | IDA basic scale (₹) | NBCC | EPI | IRCON |
|---|---|---|---|---|
| E-1 | 40,000 to 1,40,000 | 2 years | 2 years | not advertised |
| E-2 | 50,000 to 1,60,000 | 3 years | 4 years | 2 years |
| E-3 | 60,000 to 1,80,000 | 6 years | 6 years | 5 years |
| E-4 | 70,000 to 2,00,000 | 9 years | 9 years | 9 years |
| E-5 | 80,000 to 2,20,000 | 12 years | not advertised | 13 years |
| E-6 | 90,000 to 2,40,000 | 15 years | not advertised | not advertised |
Sources: NBCC advertisements 02/2024 and 01/2026, EPI advertisement HRM/REC/02/2025, IRCON advertisements 03/2025 and 16/2025, and IRCON’s sheet of IDA scales effective 1 January 2017. EPI’s posts are fixed-term and pay a fixed monthly figure in place of the scale: ₹40,000, ₹50,000, ₹60,000 and ₹70,000 a month plus HRA from E-1 to E-4. That makes EPI’s Manager Gr.-I (Civil), at 6 years and ₹60,000 a month, the clearest per-month figure for the grade NBCC calls Project Manager.
Basic pay is not take-home
A pay scale tells you the basic. IRCON’s May 2025 civil advertisement lists what is paid on top of it: variable DA at 48.7 per cent, HRA of 27, 18 or 9 per cent depending on the city class of the posting, allowances at 35 per cent, performance-related pay, leave encashment, medical cover, the employer’s EPF and pension contribution, and gratuity.
DA alone moves the number a lot. On an E-3 starting basic of ₹60,000, DA at 48.7 per cent adds ₹29,220 a month. That rate is the one IRCON stated in May 2025; DA is revised through the year, so treat it as an illustration of the size of the addition, not a current figure. Income tax and your own provident fund contribution then come off the gross.
What private-sector applicants must be drawing
PSUs that hire from outside government set a minimum current CTC for applicants from companies that do not follow IDA scales. These lines show what the PSU treats as equivalent to its grade:
- IRCON, Manager/Civil at E-3 (5 years): at least ₹16 lakh a year (February 2025).
- IRCON, Deputy General Manager/Civil at E-4 (9 years): at least ₹19 lakh a year (May 2025).
- IRCON, Joint General Manager/Civil at E-5 (13 years): at least ₹22 lakh a year (May 2025).
- NHIPMPL, Project Manager (10 years): last drawn CTC at least ₹12 lakh (2025).
- NBCC, General Manager (Engg.) at E-6 (15 years): at least ₹33 lakh a year in its 2026 advertisement, up from ₹27 lakh in 2022.
These are entry thresholds, not averages. They tell you a private-sector project manager with five or six years who wants an E-3 post at IRCON was expected to be on about ₹16 lakh a year or more.
The rung below, and what lifts you off it
Contract site engineers sit well below the project manager line. NPCC’s August 2026 contract notice pays a Site Engineer (Civil) ₹33,750 a month, and IRCON’s January 2026 notice pays a Works Engineer/Civil ₹36,000 a month fixed for one year’s experience, with a 5 per cent increment each completed year. The full picture for that rung is in our breakdown of site engineer salary.
What the notices ask for on the way up is consistent. NBCC’s site Project Manager (Civil) wanted experience in execution and supervision of earthwork, piling, road works, RCC and deep foundations, and someone who had “handled contract, closing of projects.” IIT Palakkad asked for “project costing not less than 50 Cr.” NHIPMPL wanted 10 years on expressways and national or state highways built to MoRTH and IRC standards. EPI wanted knowledge of bill-of-quantities estimation on CPWD or state PWD rates. Billing and costing keep coming up, which is why the quantity surveyor and planning engineer seats are common routes into project management.
Many project managers eventually run their own sites as contractors. If that is your plan, the work itself is listed among live tenders and project opportunities, and the first machines are usually bought on equipment finance.
The bottom line
A construction project manager salary in India, on the public record, starts at grade E-3: ₹60,000 to ₹1,80,000 basic in a central PSU after about 5 to 6 years, with DA, HRA and allowances on top. Contract posts range from ₹50,000 to ₹70,000 a month to about ₹17 lakh a year on a national highway contract. The grade and the years matter more than the title on the letter. The NBCC advertisement 02/2024 and the NHIPMPL Project Manager notice are the two documents to read first.
