Delhi flood control projects worth Rs 622 crore were cleared by the city’s Flood Control Board on 23 October. The list includes Rs 99 crore for a 4.7 km reinforced concrete wall along the Yamuna and an in-principle nod for three silt biomining projects worth Rs 260 crore. For excavator, loader and concrete-equipment owners in Delhi, the wall is the near-term job. The government wants it finished before the 2027 monsoon, and Delhi’s winter construction curbs leave a short working window.
The quick facts
- The 40th meeting of the Flood Control Board, chaired by Irrigation and Flood Control Minister Parvesh Sahib Singh on 23 October 2026, approved projects worth Rs 622 crore.
- Rs 99 crore goes to a 4.7 km RCC wall on the Yamuna from the Magazine Road drain to the Old Railway Bridge.
- Three biomining projects worth Rs 260 crore, for silt taken out of the Najafgarh drain and other major drains, got in-principle approval only.
- The two items add up to Rs 359 crore. Neither report itemised the other Rs 263 crore.
What did the board approve?
The ANI report and Hindustan’s own Delhi desk gave the same figures. Both say the wall will protect low-lying areas when the river rises. Both say the biomining plants are meant to stop desilted sludge piling up on roads and drain banks, where rain washes it back in. The board also discussed walkways, green belts and fencing along drains, modelled on Barapullah, but published no cost for that. In April, Chief Minister Rekha Gupta announced a flood wall of about the same length up to the Old Railway Bridge, with no cost given and a target of finishing before the 2027 monsoon. This sanction puts a figure on it.
What it means for buyers
Rs 99 crore over 4.7 km is roughly Rs 21 crore per km. That is a structures rate, not an earthwork rate. The money goes into foundation trenches, reinforcement and concrete along a riverbank, with dewatering wherever the groundwater is high. The fleet is mid-size excavators for trenching, backhoes for backfill, transit mixers and a concrete pump or two, plus plate and roller compaction behind the wall. No contractor has been named and no tender date is out.
Then look at the calendar. Our GRAP explainer covers the winter rules that can stop earthwork in Delhi from November to January. Add the monsoon at the other end, and a wall due before the 2027 rains has roughly February to May for its heaviest work. That squeeze favours contractors who can put several crews on the job at once. It also means short, intense hire, not a long contract that would justify buying a machine.
Our take: biomining is the bigger number but the later job. In-principle approval is not a sanction. Once these projects reach tender, they will need excavators and wheel loaders to feed trommel screens, plus tippers to move what is left. Our municipal and waste equipment guide explains how these jobs usually split. Owners should treat it as a 2027 lead, not an order for this winter.
