What does a Rs 4,000 crore steel plant actually buy?
Start by discounting the headline. On an integrated steel complex, the large majority of the capital goes into process plant, which is the pellet plant, the DRI kiln, the furnace and the rolling mill. Those are fabricated and imported items, not something a civil contractor bids for. The construction slice is a minority of Rs 4,000 crore. The site then runs as two different jobs in sequence, and they need different machines. The first is site formation on greenfield ground: clearing, cut and fill, haul roads and yard compaction. Furnace, mill and kiln foundations are deep, heavy and vibration-rated, so piling rigs, crawler cranes for structural erection, batching plants, transit mixers and concrete pumps stay mobilised until close to commissioning.
The 145 MW captive power block deserves separate attention, because it is effectively a second project inside the first. Boiler and turbine foundations, a chimney, cooling water structures and coal handling all sit on the same land parcel and all need concrete on a schedule of their own.
