Bharatmala Phase 1: 22,709 km of 26,425 km Awarded Is Built

India’s biggest highway programme is running out of road left to build. Of the 26,425 km awarded under Bharatmala Pariyojana Phase 1, 22,709 km is now constructed, which leaves roughly 3,700 km of awarded length still live on the ground. If you are financing an excavator or a paver on the assumption that Bharatmala keeps feeding the order book for another three years, that is the number to sit with.

What Parliament was told

Road Transport and Highways Minister Nitin Gadkari placed the state-wise Bharatmala break-up before the Lok Sabha in a written reply at the end of July, answering a question from Churu MP Rahul Kaswan. Swarajya carried the national and state-level numbers; the Times of India reported the Rajasthan cut the day before. The reply also cited an impact assessment by IIM Bengaluru on connectivity gains and logistics costs. We have left the completion percentage out of this piece because the two carriers frame it against different bases; the absolute lengths are what tie.

What does a shrinking Bharatmala mean for equipment demand?

Phase 1 has been the demand floor under India’s earthmoving and paving fleet for the better part of eight years. A balance of 3,716 km is not trivial work, but it is the tail of a programme, and tails behave differently from starts. The mass excavation and embankment building happened years ago. What is left is finishing: sub-base and base layers, paving, structures, kerbs, service roads and punch lists.

That changes the mix rather than just the volume. Demand tilts away from 20-tonne class excavators and big dozers and toward motor graders, soil and tandem compactors, pavers, transit mixers and tippers. Rental utilisation on the heavy earthmoving end of a Bharatmala corridor fleet is where the squeeze shows up first, and it shows up as idle days before it ever shows up in a price list.

Rajasthan is the sharpest illustration. Ninety-six kilometres of balance length is, for practical purposes, finished. A contractor whose fleet was assembled for Bharatmala earthwork in that state has to win its next job from a different programme, a different client or a different state, and the machines do not move for free.

The counterweight is real, though. Our own read of the MoRTH high-speed-corridor reply in July put 4,809 km complete and 5,580 km under implementation out of 10,389 km awarded. That programme is mid-cycle. So the honest reading is rotation, not collapse.

Our take: if your fleet plan assumes the last two years of Bharatmala volumes repeat, revisit it. If you are buying used heavy earthmoving iron cheaply off a corridor contractor this quarter, ask what his next awarded job is before you assume the price is a bargain rather than a signal.

What to watch

  • NHAI’s actual FY27 award numbers as they are published, rather than target talk. Awards, not sanctions, are what put machines on site.
  • Whether the roughly 8,375 km of unawarded Phase 1 length is folded into a successor programme or quietly retired.
  • Used-equipment listings out of Rajasthan, Madhya Pradesh and Uttar Pradesh over the next two quarters. Corridor completions push fleets into the resale market.
