Guwahati-Tezpur Corridor Approved: Rs 8,970 Crore for NH-15

The Centre has cleared the Guwahati-Tezpur corridor on NH-15 in Assam, and the number that matters to fleet owners is not the Rs 8,970.20 crore headline. It is Rs 66 crore per kilometre. That is structures money, not earthwork money, and it tells you which machines this job will actually pull.

What the Centre approved

Approval came on Thursday, 6 August 2026, at a Cabinet meeting chaired by the Prime Minister, and the government’s own release carries the scope in unusual detail. The Assam Tribune reported the decision alongside a note of thanks from Chief Minister Himanta Biswa Sarma, and the same figures ran across national desks the same afternoon. The corridor is pitched as decongesting NH-27 on the south bank of the Brahmaputra and as feeding eight PM Gati Shakti economic nodes, two aspirational districts and seven logistics nodes across Assam and Arunachal Pradesh.

What does Rs 66 crore per kilometre buy?

Run the division before you read the press note. Rs 8,970.20 crore over 135.871 km works out to about Rs 66 crore per kilometre. A widening-and-strengthening package on an existing highway lands nearer Rs 5-6 crore per kilometre. The gap is the 58.7 km of greenfield bypass and the 64 bridge structures, and that changes the fleet mix completely.

The bypass sections are the earthmoving core: 20-tonne class excavators and dozers on formation, motor graders and soil compactors through the granular layers, and a heavy tipper cycle to feed them. The structures are a different business again: piling rigs into Brahmaputra-valley alluvium, crawler cranes and girder launchers at erection, and batching plants with transit mixers behind them. Then there is 210 km of service road and 46 underpasses, which is backhoe loader and mini-excavator work, and almost all of it hired rather than owned.

Our take: the timing discipline matters more than the scope here. This is BOT toll, not EPC. Between a Cabinet approval and a machine on site sit the bid documents, concessionaire selection, financial closure and an appointed date. On comparable BOT toll awards that sequence has run past a year. Nobody should be repositioning iron to Darrang or Sonitpur on the strength of an approval note. What an approval does buy you is planning time, and in Assam that is worth having, because the working season is effectively October to May and the monsoon decides your embankment programme, not your Gantt chart. Contractors who get compaction and layer control wrong on that soil find out the expensive way, as the Kanpur-Lucknow Expressway concessionaire is currently discovering.

What to watch

  • NHAI’s bid documents for the concession, and which developers prequalify. A BOT toll job needs balance sheet, so the winner list will be short.
  • Financial closure and the appointed date. That is the mobilisation trigger, not the approval.
  • Whether the 4.9 km emergency landing facility is packaged separately. Airfield-grade paving tolerances mean pavers and tandem rollers on a tighter spec than the rest of the alignment.
