Pune Ring Road East Approval: Rs 10,502 Crore Sanctioned

Maharashtra’s Public Works Department has issued a Rs 10,502.36 crore administrative approval for the eastern arm of the Pune Ring Road — the instrument that turns an August cabinet clearance into an order the state can actually spend against. For contractors and fleet owners working the Pune belt, the headline is not the number that matters. Rs 5,762 crore of that is construction, and two land conditions written into the sanction decide when machines are allowed anywhere near the alignment.

What Maharashtra has sanctioned

The eastern arm completes a 168.981 km ring around Pune whose western side is already under construction. Sakal’s Pune desk and Navbharat Live both carried the PWD order with the same breakdown. The state cabinet’s infrastructure committee cleared the identical Rs 10,502.36 crore figure in mid-August; the administrative approval is the separate instrument that follows a policy nod and releases land acquisition and tendering. One caution on the arithmetic: carriers do not agree on the stretch length, printing 31.805 km on most desks and 33.804 km on others, so we are not publishing a cost per kilometre off a number that moves.

What it means for buyers

Count the structures before you plan a fleet. Roughly 31 bridges, flyovers and tunnels against Rs 5,762 crore of construction makes this a concrete-and-rock job, not a pavement job. The money sits in piling rigs, 50-80 tonne crawler cranes for girder erection, batching plants, transit mixers and boom pumps. Earthmoving is the supporting act here, not the headline act.

The four tunnels change the second half of that answer. Deccan basalt means rock, which means hydraulic breakers mounted on 20-30 tonne excavators and a muck-haul chain of wheel loaders and tippers running to spoil tips. The tunnel face itself goes to specialists. The haul chain, the portal cuttings and the approach embankments, where soil and tandem compactors earn their keep, are where an ordinary Pune fleet gets hired.

The 90 per cent gate is the real schedule. At about 80 per cent acquired, the state has cleared the 70 per cent threshold for a letter of acceptance but not the 90 per cent needed to issue a work order. That points to pocket-by-pocket mobilisation rather than one continuous front.

Our take: a June 2029 target with land still short means the heavy machine pull lands in 2027 and 2028, not this season. In the meantime, Maharashtra has Metro 13 and the Chakan-Hinjewadi works chasing the same regional plant pool. Hire rates around Pune and PCMC are more likely to firm than soften before the ring road tenders land, so anyone planning to own rather than rent should be pricing that in now.

  • The MSRDC package tender for the eastern stretch, and whether the tunnels are carved out from the at-grade work.
  • Whether land acquisition crosses 90 per cent — that, not the sanction, is what releases a work order.
