Alaknanda Hotel Redevelopment Tender: A DBFOT Rebuild at Haridwar for UIIDB

The Uttarakhand Investment and Infrastructure Development Board is handing the Alaknanda Hotel at Haridwar to a private developer to rebuild and run, and the Alaknanda hotel redevelopment tender closes at 3:00 PM on 7 November 2026.

A state property rebuilt on a concession

The notice, reference 293/78/H.P.A/ UIIDB/2026-27 (ALAKNANDA-HARIDWAR), puts the redevelopment out in PPP mode on a design, build, finance, operate and transfer basis. The portal records the form of contract as PPP BoT ToT and gives no work period, which is normal for a concession where the term sits in the agreement rather than the tender header.

For a contractor this is a different animal from an item rate job. You are not paid against measurement, you fund the rebuild and recover it from room revenue over the concession, so the hotel market in Haridwar matters more to your bid than the construction cost does. Pilgrim traffic through Haridwar is heavy and year round, which is the reason the site is worth bidding at all.

No published value, and what the deposit implies

No project value appears on the portal. The bid security of ₹1,10,00,000 suggests a project of roughly ₹55 crore if the deposit follows the usual 2 per cent, but on a concession that arithmetic is weaker than it is on a works contract, so take the figure as an order of magnitude and read the RFP. The tender fee is ₹11,800 and exemption is not allowed. Bids open at 4:00 PM on the closing day.

Demolition, then a town centre build

A redevelopment starts with taking the old building down inside a busy town, which is slow, dusty and tightly regulated. An excavator with a demolition boom and a crusher attachment does the pulling down and the on site processing, a wheel loader and tippers clear the debris, and a backhoe loader handles the foundations and services. The new build then needs a crane and transit mixers through the frame stage. Haridwar restricts heavy vehicle movement during pilgrimage periods, so the haulage plan is worth checking before you price the demolition.
