Odisha Coal and Power Limited is looking for a mine developer and operator to open up the Tangardihi North coal block in Sundargarh, and the Tangardihi coal block tender closes at 3:00 PM on 23 November 2026.
What an MDO contract actually commits you to
The notice, reference OCPL/SER-246/2026, covers selection of a mine developer and operator for exploration, planning, development and operation of the Tangardihi North coal block in Sundargarh district. An MDO does not simply hire out machines. The contractor explores the block, plans the mine, builds the infrastructure, strips the overburden and then runs production for the life of the contract, getting paid per tonne delivered.
That is the largest machine commitment in Indian contracting outside a metro job. An opencast coal block of this type runs on a standing fleet of large excavators, a dumper fleet sized to the lead, dozers on the dump and the face, drills, and a workshop on site capable of major repairs.
The portal does not publish a value
Tender value is shown as NA and no work period is listed, which is normal for an MDO where the real numbers come out of the production schedule in the bid document. The EMD of ₹5,00,00,000 is the one hard figure, and at 2 per cent it would point to something around ₹250 crore. Treat that as an indication only and take the real scale from the tender document and the reserve estimate. The fee is ₹1,18,000 and exemption is not allowed.
The honest version of this opportunity is that very few firms can bid it alone. Most MDO wins are consortiums, and the subcontract flow afterwards is where machine owners in Sundargarh, Rourkela and Jharsuguda actually make money: overburden removal by the cubic metre, coal haulage by the tonne, haul road building and watering. If you own excavators or a tipper fleet, the contract to watch for is the one the winner lets, not this one. Plan for a wheel loader on the stockpile and a motor grader that lives on the haul roads, because haul road condition decides your tyre and fuel bill. Our guide to mining equipment sets out what an opencast fleet looks like.
