IRCON’s Package 3 covers rigid (concrete) pavement and lined drains over a total road length of 122.209 km under Imphal East Division. Concrete roads are a different animal from bituminous ones. They need continuous pours, tight quality control and a steady aggregate and cement supply chain. At Rs 154.27 crore across that length, the volume of concrete alone tells you the scale of plant required.
