CAQM Light Goods Vehicle Ban Hits Delhi LGVs from 2027

A Delhi contractor who plans to buy another diesel pickup for site duty now has a deadline instead of a choice. The Commission for Air Quality Management has cleared a phased stop on new registrations of diesel, petrol and CNG light goods vehicles across Delhi-NCR, and the first cut-off lands on 1 January 2027. This is a registration rule, not a road ban, and the difference matters for anyone running a yard inside the capital region.

What the commission actually cleared

Autocar Professional carried the decision with the district-by-district dates. Two things are not settled in the published record. Carriers do not agree on the weight band that defines the N2 class, so we omit it. And no desk has reproduced what the direction says about vehicles already on Delhi plates, so treat the rule as covering fresh registrations only until the text says otherwise.

Does this touch construction machines?

No. The CAQM light goods vehicle ban applies to N-category goods vehicles registered for road use. An excavator, a backhoe loader, a compactor or a wheel loader is not registered in that class, and nothing in the reported direction reaches them. Nor does it reach the heavy tippers above the light-goods band that haul muck off a highway job.

What it means for buyers

What it does hit is the fleet a civil contractor barely thinks about: the 1 to 3.5 tonne pickups and small trucks that shift malba, carry shuttering and tools, run spares to a stalled machine and move small batches of material through Delhi traffic. Those vehicles turn over every five to seven years, and the replacement clock has just been set. Any non-electric N1 you want on Delhi plates has to be registered before 31 December 2026. Yards based in Gurugram, Noida, Ghaziabad, Faridabad or Sonipat get six more months, and the outer NCR districts a year.

Our take: the resale side is the part most fleets will underprice. From 2027 a Delhi-registered diesel N1 sits in a pool that cannot be topped up. That could hold used values firm for a while, but it also means a buyer who needs a Delhi registration cannot use your vehicle at all. Both effects are real and they pull opposite ways, so we would not bank on either.

Cost the switch properly. An electric carrier changes your yard, not just your invoice, because a civil site usually runs on a DG set and overnight depot charging is a separate build. Autocar Professional reports Delhi’s EV policy offering up to Rs 1 lakh on an N1 electric truck, a Rs 50,000 scrapping bonus, and a ten-year exemption from urban no-entry timings for the first 1,000 N2 electric trucks registered up to 10 October 2026. Those are policy-stated terms with dated windows, so confirm what still applies with your dealer and the transport department before you sign, and check whether the older NCR fleet replacement support stacks with them.

What to watch

  • Whether the full direction extends anything to vehicles already registered in Delhi, rather than only to new registrations.
  • The N2 dates and the weight band that defines the class, both reported inconsistently so far.
  • Whether truck makers bring enough electric N2 models to market before that clock starts.

FAQ

Does this ban excavators or backhoe loaders in Delhi?

No. The restriction covers goods vehicles registered in the N1 and N2 categories. Off-highway construction machines are not registered in those classes and the reported direction says nothing about them.

Can I keep running the diesel LGV I already own?

The decision as reported covers new registrations. No carrier has published anything requiring existing vehicles off the road under this direction, but the full text has not been reproduced, so confirm with the transport department before you plan around it.

When exactly do the dates fall?

N1 vehicles: 1 January 2027 in Delhi, 1 July 2027 in Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar, and 1 January 2028 in the rest of NCR. The N2 sequence starts later and runs into January 2029.
