Bihar’s Road Construction Department has four long-term maintenance packages open at once, worth ₹624.18 crore together, with the first closing on 16 September 2026.
What OPRMC-III actually is
This Bihar road maintenance tender is not a one-off repair job. OPRMC stands for Output and Performance Based Road Assets Maintenance Contract, and Phase III is the current round. The contractor takes a defined stretch of state road, brings it up to a specified condition, then keeps it at that condition for the contract term and gets paid against measured outputs rather than against quantities of patchwork. Four packages are live right now, all re-tenders, all item rate, all with a priced measurement and billing document in the file. Package 44A runs out of Road Division No. 1 Aurangabad at ₹188.10 crore, package 39A out of Biharsharif at ₹169.84 crore, package 27C out of Hajipur at ₹141.55 crore and package 40A out of Hilsa at ₹124.69 crore.
Who should bid
Earnest money runs between 1.05 and 1.08 per cent on each package, from ₹1,34,70,000 on the smallest to ₹1,98,10,000 on the largest, and the tender fee is a flat ₹10,000. Bid validity is 180 days and withdrawal is not allowed once you submit, so price carefully. The right bidder here owns plant rather than hires it, because a performance contract pays for road condition over years and the margin comes from keeping a small crew and a hot-mix or micro-surfacing setup busy across the whole package. Firms that already hold an OPRMC in Bihar from Phase I or II have the strongest position, but each package is separately awarded and a new entrant can take one.
Machines that earn their keep
Performance maintenance is a different fleet from new construction. You need a hot-mix plant or a reliable supply arrangement, tippers running short hauls, a paver and tandem roller set for renewal layers, and a pneumatic tyred roller for seal work. Pothole and patch work wants a small excavator or backhoe loader plus a road cutter and plate compactor. Drain cleaning and shoulder dressing bring in a motor grader and a tractor-mounted mower or ditcher. Crack sealing rigs and line-marking machines round it out. Because the payment is tied to condition, plant uptime matters more than plant size on these contracts.

Each of the four carries its own tender ID, its own notice number and its own earnest money, so they are bid and awarded separately. Nothing on the portal bars a firm from bidding several, but each needs a full submission and its own deposit.
How is payment structured on an OPRMC contract?
Payment follows road condition against specified outputs rather than quantities of work done. That shifts the risk onto the contractor’s ability to keep the asset in shape, and it rewards planned upkeep over reactive patching.
Why are all four described as re-tenders?
Each notice carries RE-TENDER in the reference, meaning an earlier attempt did not conclude. Check the original notice conditions in the document set, since terms are sometimes revised between rounds.
What are the deadlines?
Package 27C closes on 16 September 2026 and package 44A on 18 September. Packages 39A and 40A were extended by corrigenda issued on 12 September and now close on 21 September 2026. Bids are opened the same day at the Chief Engineer’s office in Patna.
