MP Cabinet Rs 13,790 Crore: Where the Machine Work Is

The Madhya Pradesh cabinet cleared proposals worth Rs 13,790 crore on Tuesday. Read the list rather than the headline and two things stand out for anyone who owns or hires out plant: under half of it is construction, and the part that is splits into jobs needing completely different machines.

What the cabinet approved

The sitting was held on Tuesday under Chief Minister Mohan Yadav, and the itemised decisions were reported by Indian Masterminds and APAC News Network. The state’s agriculture desks put the three irrigation sanctions at Rs 4,967 crore, a useful check: the three published values add up to it exactly.

How much of Rs 13,790 crore actually buys machines?

Irrigation at Rs 4,967 crore plus sports complexes at Rs 962.50 crore comes to roughly Rs 5,930 crore, about 43 per cent of the headline. Much of the rest is five-year establishment spending, with Gram Nyayalaya and the High Court scheme alone accounting for Rs 2,570 crore of salaries and office costs. The published items also do not add up to Rs 13,790 crore across the desks we could read, so roughly Rs 2,800 crore sits unitemised. Treat the headline as an aggregate, not a works budget. The 2,800 MW line is the most misread of all: it buys power through competitive bidding, so the winner builds on its own balance sheet after financial closure, and nothing enters a tender queue this year.

Which fleet does each job pull?

The irrigation bundle is two opposite jobs wearing one label. Pressurised micro irrigation is buried pipe, so Javad-Nimach and Suthalia are trenching work: backhoe loaders, 2 to 8 tonne compact excavators, tippers on bedding sand and backfill, plate and small compactors behind them. It is scattered across a district over five financial years, a utilisation pattern rather than a purchase one.

Parvati-Rinsi is the outlier, because a dam is one concentrated site with a long occupation. That is where the heavy iron goes: 20 tonne and larger crawler excavators, dozers, soil compactors, tipper cycles and a batching plant running for the duration. On rates it works out near Rs 1.06 lakh per hectare against Suthalia’s Rs 0.66 lakh. Javad-Nimach, at eight times Parvati-Rinsi’s value, has no published command area, so no comparable rate exists for the largest item in the batch.

The sports complexes are the quietest opportunity here. Rs 962.50 crore over 140 constituencies is about Rs 6.88 crore a site, and at that ticket you are not earthmoving, you are levelling and compacting: a graded playing field plus a permanent helipad, which is a load-bearing pad with a surface tolerance to hold. That is motor grader, soil compactor, tandem roller and backhoe loader hours, with little for a big crawler to do.

Our take: 140 small sites reads like volume, but low-bed charges between districts tend to eat the ownership case on packages this size. Our read is that the sports work rewards local hirers already holding compaction and grading kit, while the dam is the one line worth buying against. Nothing is tendered yet, so treat all of it as a pipeline signal.
