Punjab is offering the old PSEB colony site at Ranjit Sagar Dam to a developer who will plan, finance, build and run a lakeside tourism destination there, and the Ranjit Sagar lakeview tender closes at 11:00 AM on 16 December 2026.

A departmental colony turned into a destination

The Department of Water Resources, through the Drainage Construction Division at Sangrur, has invited bids under reference 02/2026 for concept planning, development, financing, construction, operation, maintenance, management and transfer of what it calls the Ranjit Sagar Lakeview Retreat, at the old PSEB colony site on the Ranjit Sagar Dam project. The portal classes it as civil works buildings and lists no value and no period of work.

Ranjit Sagar Dam holds back the Ravi on the Punjab and Jammu border, and the colony built for the project staff has outlived its purpose. The department is converting a liability into a revenue site. For a bidder the attraction is a lakefront plot with existing access and existing structures to work with, and the risk is that visitor numbers at a dam are seasonal.

What the department has and has not disclosed

The bid security is ₹60,00,000 and the tender fee is ₹29,500. No project value appears on the portal, and the usual deposit arithmetic would put it near ₹30 crore at 2 per cent, which on a concession tells you very little. The real figures are the concession term, the revenue share and the minimum investment, all of which sit in the RFP. Bids open at 2:00 PM on 16 December, three hours after closing.

The long window, with the notice published on 25 September, is the department allowing time for site visits and financial tie ups. Punjab also has two large highway packages open for construction firms, the Ludhiana Rupnagar NH-205K tender and four packages of the Delhi Amritsar Katra expressway.

Clearing an old colony, then building on a lakefront

The first phase is demolition and site clearance of colony housing, which is straightforward work for an excavator with a demolition arm, a wheel loader and tippers, with on site crushing worth considering because the debris can go back as fill. Lakefront construction then needs care with levels and drainage, so a backhoe loader and a small compactor handle the internal roads and services while a crane and transit mixers work the buildings. Access to a dam site is controlled, so clear machine entry with the department before you mobilise.
