Changran Kathua Tender: An Integrated Housing Colony on PPP (Rs 275 Cr)

The Jammu and Kashmir Housing Board wants a private partner to build an integrated housing colony at Changran in Kathua, and the Changran Kathua tender closes at 3:00 PM on 30 November 2026.

A colony built on a partnership, not a works contract

This goes out as a tender cum auction under the Housing and Urban Development Department, through Housing Board Jammu, reference 16 of 2026-27. The scope is development of an integrated housing colony at Changran Kathua on a public private partnership model, valued at ₹2,75,00,00,000 with 1,080 days on the clock.

A PPP colony is a different animal from a government building contract. The partner carries development risk and recovers it from sales, so land parcelling, sanctioned layout and the revenue share in the agreement matter more than the bill of quantities. Deposit, fee and who should look at this

EMD is ₹80,00,000 and exemption is allowed, which is unusually open for a job of this size. The fee is ₹25,000. Bids open at 4:00 PM on 1 December 2026.
