DFCCIL vendor registration, for a works contractor, comes down to an account on IREPS, the Indian Railways e-procurement portal. Dedicated Freight Corridor Corporation of India keeps no contractor register of its own, and every DFCCIL works tender read for this guide says only firms registered on IREPS with a Class-III digital signature can bid. Each tender then tests turnover, similar work and EMD afresh. Jobs with an advertised value up to Rs 50 lakh ask for no turnover or experience credentials at all, while a Rs 3.22 crore formation repair near Tundla, closed in September 2026, asked for an EMD of Rs 6,44,000 and completed earthwork with mechanical compaction.

A backhoe owner from Firozabad stands beside the Eastern Dedicated Freight Corridor near New Tundla, where monsoon rain has cut gullies into the embankment, and wonders who to register with to get the repair job. Nobody keeps that list: the job is advertised on IREPS, and any firm with an IREPS login, a digital signature and the right papers can bid. That exact job was tendered in September 2026, and its documents show what DFCCIL wants.

DFCCIL, the Ministry of Railways company that built the two dedicated freight corridors, had 2,741 of its 2,843 km in operation by its 2024-25 annual report. Field units at Tundla, Prayagraj, DDU, Ajmer, Jaipur, Ahmedabad, Mumbai and elsewhere each tender their own maintenance and small works.

Is there a DFCCIL vendor registration for contractors?

No. As read on 3 November 2026, the dfccil.com sitemap has no vendor, supplier or contractor registration page. The Tender menu has five entries: Active Tender, Archive Tender, Contract above Rs 1 crore, Call for Quotations and Expression of Interest. The only standing lists anywhere on the site are panels of consultants for DPR, design and project management work, plus law firms and arbitrators. The header link for bidders reads “E-Tender/IREPS”.

The annual report shows how much runs through that portal. In 2024-25, 233 tenders worth Rs 1,283.82 crore were finalised on IREPS. A further Rs 181.25 crore of contracts went through GeM, with 34.48% of that bought from MSE firms. GeM is the route for services such as vehicle hire, insurance and air-conditioning upkeep; the DFCCIL active tender list on 3 November 2026 carried GeM bids alongside the IREPS works notices.

Registering on IREPS: the one step that carries over

The IREPS guide for new vendors and contractors, released by CRIS on 24 October 2018 and still on the portal’s Learning Center, says new contractors register free of charge through the New Vendors/Contractors (E-Tender) link. You need a digital signing certificate from a certifying authority licensed by the Controller of Certifying Authorities. You choose the module, and works tenders sit in the Works module. PAN is mandatory, and you either give a GSTIN or state why you are exempt. Approval normally takes three to four working days.

DFCCIL’s own tender documents add two points. The tender fee and EMD are paid online through IREPS only; demand drafts and FDRs are refused. The boilerplate also refers to a “vendor registration fee and processing fee” without naming an amount, and the per-tender processing fee is non-refundable, so read the current charge on IREPS before paying. The same account works for zonal railway tenders and for the RVNL tenders that run on IREPS. Login, digital signature and module setup are covered step by step in the guide on how to become a railway contractor.

What 2026 DFCCIL works tenders asked for

These notices were on DFCCIL’s active tender list as read on 3 November 2026. All are open tenders on IREPS in a single-packet system, ranked lowest price first.

EMD runs at about 2% of the advertised value. The two ballast tenders allow joint ventures of up to three members; the Tundla and bridge tenders allow none.

The Tundla formation repair, clause by clause

Tender TDL-EN-FRM-Repair-2026, uploaded on 1 September 2026, covers 388 km of the Eastern corridor from New Bhaupur to New Boraki for 12 months. Similar work is defined as “Earth work in formation including Mechanical compaction”. Within the last seven years you need three such works of at least 30% of the advertised value (about Rs 96.6 lakh each), two of 40% (about Rs 1.29 crore) or one of 60% (about Rs 1.93 crore).

The turnover rule is V/N or V, whichever is less, averaged over the previous three financial years from audited balance sheets. On a 12-month job N is one, so the bar is Rs 3.22 crore of average annual contractual turnover. A bid capacity test also applies: twice the best year’s work done, times the completion period, minus your existing commitments, verified by a chartered accountant.

The paper list is short: PAN, EPF and ESI registration, GST registration, the partnership deed or a notarised sole-proprietor affidavit, a bidder profile, and a certificate that you have no near relative working in DFCCIL. The performance guarantee is 5% of the contract value within 21 days of the letter of acceptance. Experience certificates must come from a government body or a listed company with at least Rs 500 crore of average turnover, backed by work orders, bills and TDS certificates. A certificate from a private individual is refused.

The bill of quantities tells you what the work is. Its largest item is 30,000 cubic metres of embankment repair with the contractor’s own SQ1 soil, worth about Rs 1.26 crore. Another item asks for earth spread in layers by motor grader with mechanical compaction. One line hires a “JCB/Hitachi” with crew for 500 hours at Rs 1,476.24 an hour, paid for actual working hours, and the machine must be no more than three years old.

Jobs under Rs 50 lakh: no credentials, but local

DFCCIL’s standard tender says no technical or financial credentials are needed for tenders with an advertised value up to Rs 50 lakh. The Rs 32.14 lakh dewatering tender shows what that looks like. Its eligibility clauses mark technical and financial criteria “Not Applicable” and add one condition: the bidder must have a registered office in Firozabad, Etawah, Auraiya or Kanpur Dehat district.

The work is ten 6-8 HP pumps at road underbridges (RUBs) for twelve months, and four tractor-trolley sets with at least four labourers for 450 days at Rs 2,082.30 a day. For a local owner with a tractor and pumps, this is the easiest way in, and its completion certificate counts towards bigger jobs.

MSE terms and their limits

Clause 1.3.30 of the standard tender gives MSEs registered with listed agencies (District Industries Centre, KVIC, NSIC and others) free tender sets and exemption from EMD “for the item tendered”. Eligibility and price get no relaxation, and the Udyog Aadhaar number must be declared on IREPS. Because the wording ties the benefit to the item tendered, ask the tendering unit whether it covers a works contract before you bid without EMD. Startups registered with DPIIT are exempt from bid security, and labour cooperative societies pay half.

Sub-contracting under DFCCIL’s big packages

The large civil and track packages that built the corridors are nearly finished. The 2024-25 annual report shows packages CTP-1&2, CTP-3(R), CTP-12, CTP-13 and CTP-14 at 100% physical progress. The exception was CTP-11, Vaitarna to JNPT, at 74.05% in that report. Only one contract above Rs 50 crore was awarded in 2024-25, Rs 161.96 crore of balance overhead electrification on the same Vaitarna to JNPT stretch, and none on the Eastern corridor. The next one, in July 2025, was a Rs 52.47 crore tower car maintenance contract. Work for a machine owner now comes mostly from field-unit maintenance tenders.

Where you do work under a main contractor, the rules are strict. The contractor cannot sublet any part without DFCCIL’s written permission, though petty work under the contractor’s direct supervision is not counted as subletting. A named sub-contractor needs one similar work of at least 35% of the sublet value in the last five years, except for sublets up to Rs 50 lakh, where no experience is asked. Keep the paperwork: a certificate from a listed main contractor counts later, a private one does not. If buying a machine for this work, line up equipment finance before the bid date, since the EMD and the down payment come out of the same working capital.

New construction is further off: in April 2026 DFCCIL paid Aarvee Engineering Consultants Rs 9.41 crore plus GST to update the project report for a 2,100 km East-West corridor from Dankuni or Andal to Udhna near Surat.

Machines DFCCIL maintenance tenders call for

The formation tender names the machines itself. The hourly hire line fits a backhoe loader such as the JCB 3DX, provided the unit is under three years old. Spreading earth in layers needs a grader such as the Mahindra RoadMaster G9075 (74 HP, 2,600 mm blade, as per the current November 2026 spec). Compaction to specified density calls for a single-drum roller such as the CASE 1107NX, an 11-tonne class machine at 11,100 kg operating weight.

Bans and forged papers

DFCCIL does ban firms. By an order dated 24 November 2025, it barred a vehicle-services contractor from all DFCCIL tenders for five years from 30 October 2025, after the DDU unit found the firm had submitted false and forged documents for a GeM vehicle services contract. Fake certificates are also a ground to rescind a contract. As read on 3 November 2026, dfccil.com carried no warning about fake registration agents, but with no register to join, anyone selling a “DFCCIL vendor code” has nothing real to sell.

Live DFCCIL, railway and other PSU works are listed with value, EMD and closing date on the government tenders and opportunities board.

Figures come from DFCCIL’s website, the seven tender documents named above, its 2024-25 annual report and the IREPS registration guide, as read on 3 November 2026. Machine specifications are indicative and vary by variant and date. Portals, documents and tender terms change.
