Coal India vendor registration, for a contractor with machines, is not a list you join once and then wait to be called from. You enrol as a bidder on CIL’s e-procurement portal, coalindiatenders.nic.in, with a Class 3 digital signature, or register as a seller on GeM, where large HEMM hiring for overburden (OB) removal is now floated. Each tender then tests you afresh: mine work experience, turnover, working capital and a fleet you can deploy, owned or hired. Standing enlistment does exist at Coal India, but for certain goods such as explosive products, not for hiring or civil works.
Rs 536.5 crore, six years, one patch of one colliery. That is the HEMM hiring bid Bharat Coking Coal Limited (BCCL) put on GeM on 15 October 2026 for Kantapahari Patch III in its Katras Area, and its 204 pages never ask for a Coal India vendor number. They ask for proof of mine work, a chartered accountant’s turnover certificate and a promise to put excavator capacity equal to six 3.1-cubic-metre machines on the bench.
If you run excavators, tippers or dozers and want work in a Coal India pit, the paperwork that matters sits inside each tender. This guide reads it clause by clause from current documents.
Is there a Coal India vendor registration for contractors?
For works and hiring, no standing register turned up in anything we read. Coal India Limited (CIL) and its subsidiaries publish tenders and invite bids, and eligibility is checked inside each bid. Where the word enlistment does appear, it is for goods. CIL’s own advertisement invites manufacturers and suppliers to apply online for enlistment of explosive products in its approved list, through a portal at apps.coalindia.in, with last dates of 31 January 2025 for cartridge explosives and 30 April 2025 for bulk explosives for the 2025-2027 tenders.
| What you supply | Route we found in official material | Standing list? |
|---|---|---|
| Large HEMM hiring for OB removal and coal extraction | Service bid on GeM (BCCL, July 2024 and October 2026) | No, qualified per bid |
| Civil works, repairs, water tanker and small hiring jobs | e-tender on coalindiatenders.nic.in | No, qualified per tender |
| Explosive products | Online enlistment portal of CIL | Yes, an approved list |
If you have been through the NTPC vendor registration process, with its three-year enlistment, do not expect the same here.
Two portals, one group of companies
The CIL e-procurement portal is run on NIC’s software and states that its content is owned and maintained by Coal India Limited and its subsidiaries. On 23 October 2026 its tenders-by-organisation page listed ten buyers: Bharat Coking Coal, Central Coalfields, Central Mine Planning and Design Institute, Coal India itself, Eastern Coalfields, Mahanadi Coalfields, North Eastern Coalfields (Margherita), Northern Coalfields, South Eastern Coalfields and Western Coalfields. A single bidder account on the portal sees tenders from all of them.
GeM is the second door. BCCL’s HEMM-105 bid (GEM/2026/B/8168267) is listed under the GeM category “Handling, Transport and Other Mining Services – Percentage quote based”, and its terms say a bidder whose GST status shows as unregistered on GeM will be treated as non-responsive. If you plan to bid for OB removal, set up your seller profile first; the steps are in the guide to GeM portal registration for contractors. Older HEMM work went through the NIC portal: BCCL’s HEMM-74 tender of 14 September 2022 was an e-tender there.
Enrolling as a bidder on coalindiatenders.nic.in
The portal’s special instructions to contractors for e-submission set the order. You enrol online, log in, and then register your Class 3 Digital Signature Certificate (DSC) on that account. BCCL’s 2022 tender document adds that registration on the portal is free and a one-time activity, and that it should be in the name of the bidder, while the DSC holder can be the bidder or an authorised person.
The enrolment form, as it stood on 23 October 2026, asks for these mandatory items:
- a login email, which cannot be changed later, a password and a mobile number verified by code
- company or licence holder name, registration number, registered address, city, state and postal code
- PAN, nature of business and legal status (limited company, partnership, joint venture and others)
- a preference category (MSME or Make in India) and a company category, which includes micro, small and medium units and “Project Affected Person of this Company”
- a contact person with title, name, date of birth, email and mobile
Three DSC rules on the portal’s FAQ catch people out. The DSC is issued to an individual, such as a director or authorised signatory, not to the company. A DSC once mapped to an account cannot be moved to another account, only deactivated. Issue takes three to seven days; validity is one or two years. If you pick MSME, finish that step under My Accounts, then Privileges, after login.
What a Coal India HEMM hiring tender actually tests
The clearest current example is BCCL’s HEMM-105 bid document for Kantapahari Patch III: a six-year contract with an estimated value of Rs 5,36,52,54,243, bid end on 5 November 2026 and opening on 6 November 2026. The table gives each rule as written and, in the last column, our own arithmetic for this tender, taking the six years at face value (annualised value of about Rs 89.4 crore).
| Test | Rule in HEMM-105 (Oct 2026) | Works out to (approx.) |
|---|---|---|
| Work experience | Similar work worth 50% of annualised value in any 365 consecutive days within the last 7 years | Rs 44.7 crore |
| Average annual turnover | 50% of annualised value, over 3 years you choose from the last 4 completed years | Rs 44.7 crore |
| Working capital | 20% of annualised value, including lines of credit, certified within 3 months before opening | Rs 17.9 crore |
| EMD | 1.25% of annualised value, capped at Rs 50 lakh, paid online only | Rs 50 lakh |
| Performance security | 5% of annualised value excluding GST, within 21 days of the letter of acceptance | Under Rs 4.5 crore |
Past work is brought to today’s value by adding 7% simple for each year since it ended. Turnover and working capital certificates must carry a UDIN from a practising chartered or cost accountant. Joint ventures of up to three members are allowed only where the estimated cost is above Rs 100 crore, and the lead member must hold at least 40% of the experience on its own.
Similar work means work inside a mine
This is the clause that removes most road and canal contractors. Similar work is defined as excavation, with or without transportation, of coal, overburden, shale, ore or minerals by mechanised means in a mine as defined in the Mines Act, 1952. A highway cutting, however large, does not count. Sub-contract experience counts, but you must show the mine owner’s permission for your engagement, and the experience certificate must come from the party that engaged you.
The fleet: owned or hired, but of a set size
HEMM-105 does not demand ownership. The bidder accepts in the technical evaluation sheet that it will deploy matching equipment, tippers and pay loaders “either owned or hired” to the production schedule. What it fixes is the minimum size of each machine and the average daily capacity on site.
| Equipment | Minimum per machine | Average daily total |
|---|---|---|
| Hydraulic excavator | 3.10 cum bucket | 18.60 cum |
| Tipper for OB | 19.50 cum | 351 cum |
| Tipper for coal | 20 t | 100 t |
| Dozer | 200 HP | 800 HP |
| Grader | 190 HP | 380 HP |
| Fog cannon | 12 KL | 36 KL |
| Drill machine | 150 mm | 150 mm |
Check bucket size before you buy or hire for a pit like this. The Volvo EC480D mining excavator is listed with buckets from 1.77 to 3.8 cubic metres, so its larger options clear the 3.10 floor; it is listed at Rs 1.8 to 2.3 crore, indicative as of October 2026. The CAT 345 GC excavator is listed with a 2.41 cubic metre bucket, which falls short of this particular tender even though it is a 42-tonne machine. The “owned or hired” wording also opens a door for owners who will never bid at this size: the winning contractor can meet the fleet requirement with machines hired from you.
Live mining, OB and earthwork packages are collected on the live tenders and opportunities board, so you can see what sizes are being asked for this month.
What MSE status gets you on a Coal India bid
Less than many owners expect. Both BCCL HEMM bids we read, from July 2024 and October 2026, answer No to MSE relaxation in years of experience and turnover. The October 2026 bid does offer MSE service providers with a valid Udyam certificate purchase preference: if the lowest bidder is not an MSE and an MSE has quoted within L1 plus 15%, the MSE can match L1 and take the contract. MSE service providers may also claim EMD exemption under GeM’s terms, and payments to MSME sellers may be routed through TReDS.
Two limits sit in the fine print. A joint venture gets no MSE benefit. An MSE claiming benefits must hold the work experience in its own name; experience earned by a partner or an acquired firm is not counted. On the NIC portal, read each notice: the WCL water tanker tender below states “EMD Exemption Allowed: No”.
Smaller doors: civil works and short hiring jobs
Not every Coal India job runs to hundreds of crores. On 22 October 2026 Western Coalfields (WCL) published tender 2026_WCL_367407_1 on the NIC portal for dust suppression with three water tankers and allied jobs at Mungoli opencast mine: value Rs 76,95,523, EMD Rs 96,200, 360 days, bids closing 7 November 2026. It asked for the DSC certificate, an undertaking, a work experience certificate, a turnover certificate, PAN, legal status and GST registration. Jobs like this, and the building repairs and weighbridge houses on the same portal, are where a smaller contractor builds the mine-work record a large HEMM bid demands. The wider map of who mines what is in the guide to the top mining companies in India.
Costs that arrive before the first bill
Under HEMM-105 the security deposit has two parts, the performance security at award and retention money cut from running bills. You must be registered as an employer under the CMPF Act and submit that certificate before the agreement is signed. Payment is due within 30 days of the service delivery acceptance certificate and online bill. The buyer can also change the quantity or duration by up to 50% at issue, and only increase it by up to 50% afterwards, and bidders are bound to accept.
The bottom line
Do not hunt for a Coal India vendor registration form for hiring or OB work; enrol on coalindiatenders.nic.in, set up your GeM seller profile and get a DSC. Then judge each bid on one clause: whether you hold enough mine work, in your own name, inside a single 365-day window. If you do not yet, start with the smaller NIC tenders or hire your machines to a contractor who does. When you are sizing up a fleet for that step, compare construction equipment loans and finance options against the security deposit and the 30-day payment cycle before you commit.
