Ashoka Buildcon has taken the letter of intent for a 400/220/132 kV substation at Sakoli in Maharashtra’s Bhandara district, awarded by REC Power Development and Consultancy through the tariff-based competitive bidding route. Anyone hiring out iron in eastern Vidarbha should read this one differently from the transmission awards that came before it. A line spreads work thinly along a route. What Ashoka Buildcon actually won

The award reached the market on 13 August and was carried the same day by Electrical Mirror, CNBC TV18 and the Free Press Journal. The number in every headline, Rs 126.54 crore, is the annual transmission charge the asset earns once it is energised. It is not what the job costs to build, and no construction value has been put on the record by anyone. Electrical Mirror, working from the company’s own disclosure, is the desk carrying the 24-month build period, the Rs 16.70 crore guarantee and the air-insulated designation.

What does a switchyard pull that a line does not?

We covered Bajel Projects’ Rs 700 crore of POWERGRID line work two days ago and made the point that a line is a string of scattered foundation pits joined by temporary tracks, which suits small local gangs rather than a mobilisation. Sakoli inverts that. A 400 kV substation is one large, level, properly compacted platform, and everything happens inside its fence.

That platform is the first real earthwork phase most transmission jobs never get. Bulk cut-and-fill to bring a big site to a single design level, then formation and sub-grade work, then compaction to a standard that will carry transformers weighing well over a hundred tonnes without settling for 35 years. Excavators and dozers open it, a grader trims it, and rollers do more passes than a road of the same area would need. That is a genuine, sustained hire window rather than a week of pit digging.

The air-insulated choice matters here and no carrier drew it out. An air-insulated yard needs far more land than a gas-insulated one at the same voltage, because the clearances are held by air rather than by SF6 inside a housing. More area means more grading, more compaction, more cable trenching and more perimeter work. A buyer sizing a bid off “substation” alone will underestimate this site.

Our take: the honest read is that the civil share of a substation is small against the electrical share, exactly as it was on the line award. Transformers, reactors, switchgear, control and protection systems take the bulk of the money, and none of that reaches a fleet owner. What is genuinely addressable is the front end, and it is front-loaded: site development, foundations for transformers and gantry structures, cable trenching and the control building, plus a crawler or heavy mobile crane at the erection stage to set transformers and lift steel. After that the job turns electrical and the plant leaves.

Timing is the part worth planning around. Bhandara sits in eastern Vidarbha, where the monsoon is heavy and the earthwork season runs roughly October to May. A 24-month programme contains two of those monsoons, so the usable window for grading and compaction is shorter than the contract length suggests. Quote on utilisation across that window, not on the headline term. And treat the 35-year tail as what it is, an operations contract, not equipment demand.

What to watch

  • Whether Ashoka Buildcon subcontracts the site-development package or runs it on owned plant, which decides how much of this reaches the open hire market in Maharashtra.
  • Any disclosure putting a construction value on the scope, which would be the first real sizing number for the civil work.
  • Conversion of the letter of intent into the signed agreement, and the mobilisation date that follows it.
