Green Energy Corridor Phase 3: 51,126 ckm of Grid Work Cleared

The Union Cabinet has cleared Green Energy Corridor Phase 3, and the number that matters to equipment owners is not the Rs 1.86 lakh crore headline. It is 51,126 circuit kilometres of new state transmission lines and 2,28,903 MVA of transformation capacity, to be built by 2032-33. That is years of tower pits and substation platforms, spread across many states, and almost none of it reaches a contractor this season.

What the Cabinet approved

The approval was reported the same day by The Tribune, Saur Energy, SolarQuarter and PSU Watch, all agreeing on the outlay and the split. The line and MVA figures come from PSU Watch and a Bajaj Broking market note. The money ties exactly: Rs 1,36,378 crore plus Rs 50,000 crore plus the Rs 27 crore management head gives Rs 1,86,405 crore. The scheme does not publish a state-wise allocation, voltage levels, route length or a bidding calendar.

What does 51,126 ckm mean for machine owners?

Split the job before sizing any fleet. A transmission line is a few hundred separate tower sites per corridor, each standing on four foundation pits. That is backhoe loader and mini excavator work, with small mixers and tippers feeding concrete and aggregate, plus piling where soil is soft or a river is crossed. Crews move every few days, so for most owners it is a hire pattern rather than a reason to buy.

Substations are the opposite. Each one is a graded platform that holds a crew for months: excavators, dozers and graders on cut and fill, compactors on formation, a batching setup for transformer and gantry foundations, and a heavy crane on hire for transformer placement. Brownfield augmentation inside existing yards is far lighter, compact machines working around live equipment.

Some rough scale, on our arithmetic: spread evenly over seven financial years, the scheme adds about 7,300 ckm and 32,700 MVA a year. Circuit kilometres double-count double-circuit lines, so route length is lower, and with no line-versus-substation money split no rupee-per-km figure can be computed. The Rs 50,000 crore battery block pulls almost nothing from our machine classes beyond container pads.

Our take: central support works out to 33 per cent of the transmission cost (Rs 45,005 crore of Rs 1,36,378 crore), so states and bidders carry about Rs 91,373 crore. Expect demand to arrive as many mid-size state packages from 2027, landing first with tower makers and EPC firms, who then hire locally. Owners near renewable zones should watch which states move first.
