Amaravati Outer Ring Road Tender: Four Six-Lane HAM Packages, Andhra Pradesh (Rs 11,537.70 Cr)

NHAI has put the whole Amaravati Outer Ring Road on the market in one go, four six-lane hybrid annuity packages worth ₹11,537.70 crore together, and every Amaravati Outer Ring Road tender closes at 11:00 AM on 18 November 2026.

Four packages, one ring around the capital

The ring is access controlled and six lanes wide. NHAI Head Office (Technical) published all four packages on 2 October under one file, AP Division APDIV-19/24/2026. Package 1 runs from Kanchikacherla to Nandigama (km 189.000 to 189.930 and km 0.000 to 27.000) at ₹2,975.47 crore. Package 2 continues from Nandigama to Davuluru (design km 27.000 to 83.000) at ₹2,864.69 crore. Package 3 covers Kolavennu to Kornepadu (km 83.000 to 133.500) plus the 5.3 km Narakoduru spur at ₹2,827.95 crore, and Package 4 closes the loop from Kornepadu back to Kanchikacherla (km 133.500 to 189.000) at ₹2,869.59 crore.

Each package carries its own tender ID, EMD and fee, so you can bid for one, two or all four. The portal gives 1,095 days for construction on every package, and bids open at 11:30 AM on 19 November.

What the hybrid annuity model asks of a bidder

Under HAM the contractor finances part of the build and NHAI pays the rest back as annuities after completion, so a lender has to be lined up before the bid goes in. The EMD is close to 1 per cent of each estimate with no exemption: ₹29,75,00,000 on Package 1, ₹28,65,00,000 on Package 2, ₹28,28,00,000 on Package 3 and ₹28,70,00,000 on Package 4. Only large highway contractors will bid as lead, but a ring of about 190 km built at the same time will need a long list of earthwork, structure and supply sub-contractors around Vijayawada, Guntur and Nandigama.

NHAI also has two big NH-65 jobs open in the same belt: the Vijayawada Machilipatnam six-lane tender and the Hyderabad Vijayawada six-lane BOT package. In the capital itself, CPWD has the Amaravati GPRA housing tender out.

The fleet a greenfield ring road needs

Greenfield six-laning starts with clearing, embankment and drainage across farmland, so expect heavy demand for excavators, tippers, dozers and soil compactors. Layer work brings in motor graders and pavers, and wheel loaders will run at every crusher and batching plant. An access-controlled road has many interchanges, underpasses and river crossings, which keeps transit mixers, concrete pumps and cranes busy for three years. 1. Open the official portal: Government eProcurement System (etenders.gov.in).
2. Search by the tender ID of the package you want (for example 2026_NHAI_293148_1, reference no. APDIV-19/24/2026-AP Division/PKG-1/e-329194) under National Highways Authority of India.
3. Register on the portal and keep a valid Class III digital signature certificate ready.
4. Download the RFP, the concession agreement and schedules, then check eligibility, the EMD and the fee for that package.
5. Submit your bid online before 18 November 2026, 11:00 AM.
