Two lift irrigation schemes on the Kopili and Kulshi rivers are out to bid together at Rs 77.15 crore under NABARD RIDF funding, and both Assam lift irrigation tenders close at 01:00 PM on 23 November 2026.
Two rivers, two districts, one notice
Package 2 is an extension of the existing lift irrigation scheme from the Kopili river, running from the villages of Mantabori, Uttar Dharamtul, Bhalukaguri and Chanuabori to Domal under the Jagiroad constituency in Morigaon district, valued at Rs 48,72,12,573. Package 3 is a lift irrigation scheme from the Kulshi river at Makeli, Palasbari, under the Palasbari Jalukbari Division, valued at Rs 28,43,32,824.
Both are tendered by the Chief Engineer (Major) of the Assam Irrigation Department under one reference, ACEIMPMIT168Pt-XV2026-27 08 Dt_22_10_2026, both fall under RIDF-XXXII of NABARD for 2026-27, and both close at the same minute. That is why they sit together here. The schemes themselves are 60 km apart, so running both means two camps, not one.
Deposits at 2 per cent, with exemption open
Each package is item rate with 540 days of work. The deposit is Rs 97,44,251 on package 2 and Rs 56,86,656 on package 3, both exactly 2 per cent, and the portal records EMD exemption as allowed, which is worth checking if you hold an MSME registration. The fee is Rs 20,000 for each. Bids open at 03:00 PM on 23 November, two hours after closing.
A lift irrigation scheme is a pump house on the river, a rising main and then a distribution network out to the fields. Eighteen months is a sensible period for that in Assam, where the monsoon shuts down trenching for months at a stretch. For comparison, Odisha has the Kanupur piped distribution network for 2,482 hectares and the Upper Indravati lift canal live.
Trenching, pump houses and soft ground
The distribution network is the bulk of the work and it is trenching, which means backhoe loaders spread across several fronts rather than one big machine. Excavators take the intake, the rising main and the river bank protection, where the soft alluvial ground of the Brahmaputra valley makes bank stability a real design problem. Pump houses and valve chambers need concrete from a mixer on each site, and a crane to set the pumps. Access tracks through paddy land need filling and compacting with a compactor before anything heavy can reach the site, and that work has to be done before the rains, not after.

Why are both Assam lift irrigation tenders in one post?
They share one departmental reference, the same NABARD RIDF-XXXII programme, the same closing minute and the same 540 day period. Only the river, the district and the value differ.
What are the two values?
₹48,72,12,573 for the Kopili scheme in Morigaon district and ₹28,43,32,824 for the Kulshi scheme at Makeli, Palasbari, which is ₹77.15 crore together.
Is EMD exemption available?
The portal records exemption as allowed on both packages, against deposits of ₹97,44,251 and ₹56,86,656. Check the bid document for the qualifying categories.
Can the same contractor take both?
Yes, but they are separate tender IDs needing separate bids, and the two sites are roughly 60 km apart, so budget for two camps rather than one.
