The tender is for design, engineering and procurement for the construction work of a new district jail with 1,056 prisoner capacity at Auraiya, on EPC mode. The EPC Mission is the route Uttar Pradesh now uses for most of its large institutional buildings. The contractor designs and builds against a performance brief rather than a bill of quantities, which puts the design risk on the bidder and usually shortens the programme.

The blocks themselves are a concrete cycle fed by transit mixers with a crane for formwork and reinforcement, and a wheel loader at the aggregate stacks. Internal roads and the perimeter track finish behind a compactor. With design inside the scope, 540 days is only workable if drawings are released in packages while early civil work proceeds.
