Delhi Sadan Guest House Tender: EPC Build at Sector 19 Dwarka (Rs 119.70 Cr)

Delhi Tourism and Transportation Development Corporation is taking EPC bids worth ₹119.70 crore to build the Delhi Sadan state guest house at Plot No 5, Sector 19, Dwarka, and the Delhi Sadan guest house tender closes at 3:00 PM on 12 November 2026.

One plot, one contractor, all services

The scope is construction of the state guest house, named Delhi Sadan, on Plot No 5 in Sector 19 of Dwarka, including all services, on EPC basis under Mode I. The reference is 08/CPM/EE(JP)/DTTDC/Engg/26-27, marked modified on the portal, and the value on the detail page is ₹1,19,70,02,997. There is no tender fee.

Including all services in one EPC package means the winner carries the design, the structure, the finishes and every utility. For a building contractor that is a cleaner contract than a composite tender split across agencies, but it also means the mechanical and electrical trades have to be lined up before bidding.

What DTTDC is asking for

Earnest money is ₹1,29,70,030, a little over 1 per cent of the estimate, and bids open half an hour after they close. The portal does not state a completion period, so the programme has to come from the bid document. Form of contract is recorded as percentage, which sits oddly with an EPC notice and is worth clarifying at the pre-bid meeting.

Fleet for a Dwarka building site

A guest house on a fresh plot in Dwarka starts with excavation for the foundation and the services, so an excavator and a tipper fleet come in first, with a backhoe loader staying on for trenches, plinth work and keeping the site clear. Dwarka plots are tight on access and the city has dust rules, so the muck has to move at a steady rate rather than in bursts.

Once the frame starts, concrete is the daily job for transit mixers and a pump, and a crane handles shuttering, rebar bundles and later the plant on the roof. Sector 19 is close to the Najafgarh drain corridor, so drainage work on the plot may need extra dewatering.
