Harshil Dharali Tender: Two Flood Protection Reaches in Uttarkashi (Rs 125.42 Cr)

Uttarakhand is rebuilding the river banks that the August 2025 flash flood tore out above Harshil and Dharali, and the two Harshil Dharali tender packages close at 5:00 PM on 12 November 2026.

Two reaches, one notice, one flood

Both packages come under reference 07/SE/2026-27 Dated 21.10.2026 from the Superintending Engineer and Nodal Officer for eProcurement in the Uttarakhand Irrigation Department. Tender 2026_IRDCE_101519_4 covers flood protection of the damaged left banks of the Tel Gaad and the Bhagirathi near Harshil village, reach 0.00 to 460 metres on the left hand side, at ₹65,57,91,237. Tender 2026_IRDCE_101519_3 covers both banks of Kheer Gaad at Dharali village and the left bank of the Bhagirathi there, reach 0 to 350 metres, at ₹59,84,47,588.

Dharali was the village hit hardest when the Kheer Gaad came down in spate on 5 August 2025. What is being tendered now is the permanent protection work: the walls, spurs and bank treatment that replace what the debris flow removed. Both sit in Bhatwari block of Uttarkashi district and both run 912 days.

Deposits, fee and the altitude problem

EMD is ₹90,60,000 on the Harshil package and ₹84,90,000 on the Dharali package, both without exemption, and each carries a ₹5,900 fee on an item rate contract. Bids open at 11:00 AM on 13 November. A bidder can take one reach or both, and the two sites are close enough on the Gangotri road to share a camp and a crusher.

This is high altitude work on the Bhagirathi above Uttarkashi, where the season is short and the road is the only supply line. Other Uttarakhand work open now includes the Barkot STP tender in the same district and the Pauri Garhwal SH-09 strengthening tender.

Boulders, gabions and a short working season

River training in the upper Himalaya is boulder work. Excavators with rock buckets and breakers sort and place material straight from the bed, tippers run stone from the nearest quarry, and a wheel loader fills gabion baskets at a central point. Toe walls and crate walls take concrete from site mixers because transit mixers cannot always reach, and a crane places heavy precast where the bank is steep. Machines must be in good order before they go up: the nearest workshop is a long drive down valley.
