Municipal Corporation Jodhpur wants one concessionaire to collect the city waste and build a compressed biogas plant to process it, and the Jodhpur waste tender closes at 6:00 PM on 2 November 2026.
Collection and processing in a single concession
The Directorate of Local Bodies, through the CEO at Jodhpur, is selecting a concessionaire for collection and transportation of 25 TPD of municipal solid waste, extendable up to 50 TPD, together with cattle dung and feedstock, and for the development, construction, operation and maintenance of an integrated compressed biogas and circular economy resource recovery facility on DBFOT mode, with a revenue share to the corporation. The reference is Nit 08 Year 2026-27 Dated 29.09.2026.
Bundling collection with processing changes the business. A collection only contract pays per tonne lifted. Here the feedstock you collect is the input to a plant you paid to build, so route planning, segregation at source and the quality of the cattle dung supply all feed the return.
What a 730 day DBFOT asks of a bidder
The portal puts the value at ₹25,00,00,000 with a period of work of 730 days, and the form of contract as percentage. EMD is ₹50,00,000, which the portal confirms as 2 per cent, with no exemption allowed, and the tender fee is ₹20,000. Bids open at 11:00 AM on 3 November 2026.
Because it is DBFOT with a revenue share, the bid is as much a financial model as a technical one. Jodhpur also has to be read on its own terms: a dry city with a large cattle population and a tourist season that moves waste volumes month to month.
Rajasthan has a comparable package live at Bhiwadi, where the Bhiwadi solid waste tender covers five years of collection and processing, and road contractors in the state can look at the NH-62 black spot tender.
The fleet, and the plant it feeds
Two sets of machines matter. On the collection side, the concessionaire runs tipping vehicles and a transfer arrangement sized to lift 25 TPD and to scale to 50 TPD without re tendering the fleet. On the plant side, construction is a short, concentrated civil job: tanks, digesters, a hardstanding and an access road, which means excavators for the tank excavation, a backhoe loader on services and trenches, transit mixers for the structures and a crane to set mechanical equipment.
Once the plant runs, the daily machine is a wheel loader handling feedstock and digestate, and that one works every day for the life of the concession. Size it for duty cycle, not for the lowest purchase price.
