One notice, four towns, this package

The Khatima storm water drainage tender is issued under reference 04/SE/2026-27 by the Superintending Engineer, Irrigation Works Circle, working to the Chief Engineer for Irrigation and Flood, Kumaun, at Haldwani. It covers the GIS-based storm water master drainage plan for Khatima city in Udham Singh Nagar district, with the estimate set at ₹280.00 crore. The notice records the tender location as Champawat, Uttarakhand, while the work itself is named for Khatima in Udham Singh Nagar, so bidders should take the site definition from the drawings rather than the location field.

As with the other packages under this notice, the title reads like a planning study but the commercial shape is a works contract: product category Civil Works, form of contract item rate, a priced BOQ, and a BOQ corrigendum issued on 10 August 2026. Confirm from the NIT how the value splits between plan preparation and execution before you build a price.

The bid to think about, not the package

All four close on the same date under the same reference, which means one document study covers the lot and a contractor with the crews to run two towns is bidding against the same field twice for very little extra overhead.

The regular winners on this circle are Udham Singh Nagar civil contractors rather than large national firms, so this is genuinely open work for a mid-sized outfit with municipal drainage experience and the plant to back it. Khatima is a smaller town than Rudrapur, which usually means less night working and easier traffic management, though the same Terai groundwater conditions apply.

Drain construction is trenching first. Excavators and backhoe loaders cut the line, tippers take the spoil away, and machine size gets decided by the narrowest street on the alignment rather than by the total volume. In a town the size of Khatima that usually favours a mixed fleet with enough small machines to keep working where a large excavator cannot turn.

Concrete follows the trench. Cast in situ box drains need transit mixers feeding from a batching plant close enough to keep the pour continuous, with pumps for the deeper runs, and cranes come in if the design uses precast sections. Backfill is layered work for soil compactors, road restoration puts small rollers back over the same ground, and dewatering pumps run throughout because the water table here sits high through most of the year.
