Curve improvement is the part worth reading twice. Easing a bend usually means cutting into the inside slope, building out the outside shoulder, and reworking the drainage and safety barrier through the whole transition. On a Goa ghat-side road, that is more earthwork and retaining structure than the headline suggests.
