Fifty four acres on the edge of Agartala are going out for township development on a public private partnership, and the ₹140 crore Nandan Nagar township tender closes at 3:00 PM on 16 November 2026.

A township, not a housing block

The Tripura Urban Planning and Development Authority is the inviting authority, reference 80/CE/CP/EE/TUDA/RFP/2026-27. The work is development of a residential township over 54.0 acres at Nandan Nagar, Agartala, Tripura, on public private partnership. The portal shows an item rate form of contract and a period of 1,460 days, which is four years.

Fifty four acres developed over four years is a phased build: site grading and internal infrastructure first, then housing released in blocks. The internal road, drainage, water and sewerage network is the part that has to be right before anything vertical starts.

A round-figure deposit on a PPP

The estimate is ₹1,39,99,94,176 and the EMD is a flat ₹1,00,00,000 with no exemption allowed. The tender fee is ₹11,800 and bids open at 3:30 PM on 16 November 2026, half an hour after closing.

The PPP structure means the developer brings capital and recovers it from sales or lease over the concession, so the bidder needs a balance sheet as well as a construction arm. Tripura has two other urban packages live, the roads and storm water drainage across eight towns and the DBO water supply contract for the Jirania and Teliamura cluster.

Four years of earthworks and services

A greenfield township starts with bulk earthwork: excavators and tippers cutting and filling 54 acres to formation level, then compactors and a motor grader building the internal road network. Backhoe loaders lay the water, sewer and drainage lines between plots. Vertical work brings in cranes and transit mixers block by block. Agartala has heavy rainfall, so the storm drainage has to be built early or the site stops working for four months a year.
