A 29 km link between the JNPA road and the Mumbai-Pune corridor
The project starts at the junction with NH-4B, now numbered NH-348, near Pagote close to the Jawaharlal Nehru Port area, and runs 29.219 km to a junction with NH-48 at Chowk. It is a fresh alignment, not a widening, so the whole length is new formation, structures and pavement for a six-lane divided highway. NHAI’s project implementation unit at Panvel is the inviting office.
The contract is BOT (Toll) under NH(O). The concessionaire finances, builds and runs the road and earns its return from tolls, which is why the bidder pool is limited to developers with the balance sheet for it. The tender was first published on 7 August 2025 and the deadline has moved more than once since.
Pagote Chowk highway tender: where contractors fit in
A BOT concessionaire rarely builds everything with its own plant. Greenfield work in this part of Raigad means cutting through hill sections and filling across low paddy land and creeks, so earthwork, embankment and structure packages are commonly sublet. Contractors based around Panvel, Uran, Pen and Khalapur who can supply fleets or take up a structure package are the natural second tier here.

Machines the job will need
Expect excavators and rock breakers in the cut sections, a large tipper and dumper fleet moving fill, and dozers, motor graders and vibratory rollers building the embankment in layers. Six-lane pavement brings wet mix plants, pavers and tandem rollers, while the interchanges and bridges at both ends need piling rigs, cranes, batching plants and transit mixers.
