Three years for a job with one short season
The scope is engineering, procurement and construction of technical buildings along with allied infrastructure at Tangtse, under Garrison Engineer I at P No 2 Leh. The Chief Engineer Northern Command and Chief Engineer Leh Zone are the inviting authorities, reference 180163/E8. The contract is lump-sum at ₹66,63,00,000 with 1,095 days.
Tangtse sits on the road from Leh towards Pangong Tso at over 4,000 metres. Three years sounds generous until you count the working season: concrete and finishing work are realistically possible for four or five months a year, so the programme is really three short seasons back to back.
What the MES terms mean in practice
EMD is ₹15,00,000 with no exemption, and the fee is ₹3,000. As with most MES work the deposit is nominal, and the filter is enlistment class and past performance in the right category. Bids open at 12:00 noon on 7 December.
High altitude building work carries costs that do not appear in a plains rate: winter shutdown, labour that has to be brought in and housed, cement and steel hauled over passes, and plant that has to be wintered on site. Machines that have to live at altitude
Everything you send up has to keep running without a workshop nearby. Excavators do the foundations in ground that is frozen for months and stony the rest of the time, a backhoe loader handles services and backfill, and a crane goes up for the structural phase and stays. Concrete is usually batched on site rather than carted, so a mixer setup and a wheel loader on aggregate are part of the base camp. Diesel engines lose power as the air thins, so size machines above what the quantities suggest, and carry cold start kits and spare hoses.
