Goa is spending Rs 51.96 crore to pump 86 million litres a day from the Tillari canal into the Valvanti river, and the Valvanti river tender closes at 05:30 PM on 20 November 2026.
Moving water from one system to another
The work is augmentation of the Valvanti river by pumping 86 MLD of raw water from the Sanquelim distributory canal of the Tillari Irrigation Project at Vathadev, Sarvan, so that the PWD water treatment plant at Podocem in Sattari taluka gets an uninterrupted raw water supply. The Water Resource Department is the owner through Circle II, Division VIII, under reference TN-12E.
In plain terms the Valvanti runs short in the dry months and the treatment plant downstream runs short with it. The fix is to borrow from an irrigation canal that has water and lift it into the river upstream of the intake. That makes this a pumping and pipeline job with a river outfall, categorised on the portal as civil works for a canal.
Ninety days is the number to notice
The value is Rs 51,96,03,033 on item rate, the deposit is Rs 61,96,030, about 1.2 per cent, and the fee is Rs 40,000. Exemption is not allowed. Bids open at 11:00 AM on 26 November, six days after closing.
The period of work is 90 days. For a scheme that has to deliver 86 MLD, three months is aggressive, and it points to a client who wants the pumping in place before the next dry season. A bidder should satisfy himself that pump and pipe delivery times fit inside that window before pricing it. Similar lift and conveyance work is live elsewhere: the precast box conduit on the Nashik left bank canal and ten years of running the Upper Indravati lift canal network in Kalahandi.
A short, pipe heavy job
Most of the money here goes into pumps, pipe and the pump house rather than earthmoving, but the civil work still needs machines on site from day one. Excavators cut the rising main trench and the intake works at Vathadev, backhoe loaders handle the shallower reaches and the access tracks through Sattari, and a crane sets pumps, valves and the larger pipe lengths. The pump house and thrust blocks take concrete from a mixer on site. With 90 days on the clock, having the machines committed before you bid is worth more than having the cheapest rate.
