South Delhi Road Strengthening Tender, PWD (Rs 256.47 Cr)

Delhi PWD has recalled its ₹256.47 crore road strengthening package for the South Maintenance Zone, and bids close on 29 August 2026.

Inside the South Maintenance Zone package

The work is strengthening and allied works on various roads under the South Maintenance Zone of the Delhi Public Works Department for 2026-27. The suffix on the title says Recall, so this is a re-tender of a package that did not conclude the first time, which usually means either thin response or a technical shortfall in the earlier round. Either way, a recalled package tends to be priced more carefully by everyone in the room.

It is issued by the Executive Engineer, PWD SER-1, New Delhi, under CE/SE/M4-M41, and the identification block records Civil Works under the Works category. The estimate is disclosed at ₹256.47 crore on a percentage rate contract, in two covers, with 75 days of bid validity and withdrawal allowed.

The money side is clean. EMD is ₹2,66,46,863 against the ₹256.47 crore estimate, which is 1.04 per cent, right in the normal band, and there is no tender fee at all. Worth noting that the source filing puts this under a civic and maintenance heading, but a quarter of a billion rupees of carriageway strengthening is roadworks by any practical measure, and the portal’s own product category agrees.

Who should price this

Percentage rate contracts reward contractors who know the authority’s schedule of rates cold, and Delhi PWD has a settled bidder pool on this work type. Zone-wide maintenance packages also carry a different risk profile from a greenfield job: the work is spread across many roads, traffic stays live throughout, and most of the productive hours are at night under lane closures.

That spread is what makes this interesting for machine owners rather than only for EPC firms. A single contractor cannot self-perform strengthening across an entire zone on a fixed calendar, so hired pavers, rollers and tippers get pulled in across South Delhi through the year. Local availability matters more than fleet size here, because mobilisation distance decides who gets the call at short notice.

Fleet the job will pull

Strengthening work is a pavement programme. Milling machines take off the worn surface, tippers cart the millings out, and the overlay goes down behind a paver with tandem and pneumatic tyre rollers working the joints. Because the corridors stay open, the fleet has to be right-sized for lane-width working rather than open-front production.

Around that core, backhoe loaders do the kerb, drain and utility work that every city road package generates, small excavators handle service trenches and footpath edges, and compactors close out the shoulders and reinstatements. Bulk cement and concrete only enter where junctions, drains or footpaths are rebuilt rather than resurfaced.
