What sits inside Package-2

Green Ring Road Package-2 is tendered by the Vadodara Urban Development Authority under reference 06 of 2026-2027, with the Executive Engineer, VUDA, Vadodara inviting bids. The work is part of Phase-II of the four-lane PSS Green Ring Road in Gujarat, carrying a disclosed estimate of ₹223.80 crore on a works contract.

This is the smaller of two packages released together. Package-1 sits at ₹257.91 crore and shares the same closing date, so a little over ₹480 crore of carriageway is being placed in a single window by one authority. The document set for Package-2 includes its own detailed specifications and its own pre-qualification spiral, which means the two packages are priced separately even though they arrive under one notice.

EMD is ₹2,23,80,000, exactly one per cent of the estimate, with exemption allowed under the notice. Tender fee is ₹18,000. Bid validity runs 120 days and withdrawal is not permitted once submitted. Submissions opened on 13 August 2026.

The contractor this suits

Nothing in the scope calls for a specialist. A regional Gujarat road builder with four-lane credentials, its own paving train and a working relationship with quarries around Vadodara is the natural fit. The blank price bid in the set is a CC road schedule, so the carriageway is concrete rather than bituminous, and that changes both the plant list and the cash flow.

Timing deserves attention. Two weeks from submission opening to close is tight for a site walk, a materials survey and a rate build. Firms already mobilised on Vadodara work start ahead on haul distances and aggregate tie-ups, and firms bidding both packages can spread mobilisation across a longer front.

Plant a concrete ring road demands

Earthwork leads. Excavators open the cut, tippers shift material to fill, and motor graders trim formation ahead of compaction by soil compactors and pneumatic tyred rollers. On a greenfield alignment the earthwork quantity usually decides whether the programme holds.

Concrete pavement then shifts the bottleneck to the batching plant. A paver suited to rigid pavement, transit mixers in enough number to keep the train fed, and texturing and curing gear follow. Cranes handle culvert units and drainage structures along the alignment. Contractors running both packages generally set up one central batching plant and work two fronts from it.
