The piece that was left out

The phrase in the title is de-scoped length, and it explains the whole tender. When the Shivamogga City bypass project was originally packaged, this 4.74 km section from km 209.76 to km 214.5 was taken out of the main contract. NHAI is now putting it back on the market on its own, on EPC mode under the national highways original scheme.

Short packages carved out of a larger project have a particular character. The corridor either side is built or building, so the incoming contractor works between finished sections with tie-ins at both ends. Access is usually easier than a greenfield start, but the tolerances at the joins are less forgiving.

The bidder pool NHAI has drawn against this tender is noticeably different from its mega-packages. It leans towards mid-tier road contractors and regional firms rather than the handful of national EPC houses, which is what a sub-₹250 crore four-lane package should attract. For a contractor with a Karnataka base and four-laning experience, this is a realistic bid rather than a long shot.

What 4.74 km of four-lane bypass takes

A compact package still needs a full road spread, just for less time. Formation work runs on excavators, motor graders and compactors, with tippers cycling cut to fill across a short haul.

Pavement layers bring pavers and rollers, fed by wheel loaders at the plant. Cross drainage structures, and any underpass or junction work at the tie-in points, put concrete mixers and cranes on site for the middle stretch of the programme.
