Karnataka has put the Murudeshwar fishing harbour tender out at ₹303.00 crore, covering a breakwater, a jetty and a beach landing area in Bhatkal taluk, with bids closing 22 September 2026.

A harbour built from scratch, design included

The Infrastructure Development, Ports and Inland Water Transport Department is contracting the outer fishing harbour at Murudeshwar in Uttara Kannada district as a single responsibility package. Survey, investigation and design sit inside the same contract as construction, and so does the job of obtaining every statutory clearance before commissioning. The built works are a breakwater, a jetty, a beach landing area and fish handling infrastructure.

That structure matters when you price it. On a design and construct harbour the bidder carries the geotechnical risk, which is why the document set includes a bore hole location drawing and a model layout alongside the milestone annexure. Anyone bidding should read those before the BOQ, because the armour stone sizing and the founding levels are what move the number.

Coastal work is its own trade

Marine construction on the Karnataka coast is not general civil work in a wet place. Breakwater building runs on quarry supply and rock placement rather than on formwork, and the working season is bounded by the monsoon and the swell. The bidder list the department has drawn in the past leans on marine and offshore specialists alongside conventional contractors, which tells you where the qualification bar sits.

The contract form is item wise, so payment follows measured quantities rather than a lump sum. Bid validity is 90 days, shorter than most packages of this size, and withdrawal is not permitted once a bid is in. What a breakwater contract puts on site

Rock is the material and moving it is the job. Long boom excavators with rock grabs and hydraulic breakers build and trim the breakwater section, and heavy tippers run the quarry to site cycle on a haul road that has to survive salt and constant loading. Wheel loaders feed stockpiles and sort armour grades. Crawler cranes place the heavier armour units and the jetty precast, and a marine spread handles the wet placement.

The landside work is more familiar. The beach landing area and the fish handling apron need graders, compactors and concrete supply, and the approach roads and drainage are ordinary earthwork. A machine owner around Bhatkal and Honnavar who can supply tippers and excavators on hire has a longer runway here than the headline value suggests, because a harbour build stays in one place for years.
