NHAI is taking the pending overlay on 76 km of the Kharar to Ludhiana highway away from the concessionaire and tendering it at ₹112.77 crore, and the Kharar Ludhiana tender closes at 11:00 AM on 26 November 2026.
Work the concession should have done
The notice covers execution of pending overlay and maintenance works on the four and six laning of the Kharar to Ludhiana section of NH-95, now NH-05, from km 10.185 to km 86.199 at Samrala Chowk in Ludhiana, originally awarded on hybrid annuity mode. It is being let at the risk and cost of the concessionaire, under reference NHAI/RO-CHD/2026-2027/CHD/08 from the Regional Office at Chandigarh.
Risk and cost means the concessionaire failed to do the work and NHAI is having it done, then recovering the money. For a bidder it is clean work with no design risk, but the site conditions are whatever the concession left behind, which may be worse than the schedule suggests. Drive the full 76 km before you price it.
Six months, a high fee and a 2 per cent deposit
The work period is 180 days, so this is a single season push rather than a long contract. The estimate is ₹1,12,76,66,869 and EMD is ₹2,25,53,000, about 2 per cent, with no exemption. The tender fee is ₹50,000, which is higher than usual for the value and will keep casual bidders out. Bids open at 11:30 AM on 27 November.
Overlay on a live four and six lane highway is about production rate. Everything turns on keeping the paving train fed, so a wheel loader at the hot mix plant and enough tippers for the lead matter more than anything else on site. Compactors follow immediately behind the paver, and a motor grader handles profile correction where the existing surface has deformed. Keep a backhoe loader and an excavator for the drainage and shoulder repairs that always come with maintenance scope. With 180 days and traffic on both carriageways, machine breakdown is the main risk to the programme. Our guide to road construction equipment goes through the paving train in detail.
