Nalitapatia Talchua Tender: 12.5 km of Saline Embankment and Ten Sluices, Kendrapara (Rs 45.61 Cr)

Odisha is raising and strengthening 12.5 km of the Nalitapatia to Talchua saline embankment in Kendrapara at ₹45.61 crore, and the Nalitapatia Talchua embankment tender closes at 05:30 PM on 9 November 2026.

Sea defence, plus ten sluices

The contract runs from RD 00 km to RD 12.50 km on the saline embankment between Nalitapatia and Talchua, in Rajnagar block of Kendrapara district. Along with raising and strengthening the bund, it builds eight new drainage sluices and renovates two existing ones. The Chief Engineer and Basin Manager at Chandikole invites the bid, notice CE and BM, MBBS 03 of 2026-27, with 730 days allowed.

A saline embankment keeps tidal water out of farmland. Rajnagar block sits in the Bhitarkanika belt, where every cyclone season tests the bund, so this is protective work with a hard deadline set by the weather rather than by the contract.

Working conditions set the price

The estimate is ₹45,61,33,425 on a percentage rate contract, with EMD of ₹45,61,400 at 1 per cent and a fee of ₹10,000. Bids open at 11:30 AM on 10 November. Two years sounds generous until you remove the monsoon and the cyclone months from each year, which leaves roughly a six to seven month working window annually.

Access is the real cost. Bund tops are narrow, borrow earth is often brackish and has to be brought from approved sources, and sluice construction happens in tidal conditions. Embankment raising is excavator work, and on soft deltaic ground a wider track or a long-reach boom is worth more than extra bucket size. Each sluice is a small concrete structure needing shuttering, a mixer and a crane for gates, plus pumps running through the pour. Compactors sized for a narrow bund crest matter, because a poorly compacted raise is the first thing a tide finds.
