MoSPI Infrastructure Projects September 2026: Railways Drive the Rs 3.96 Lakh Crore Jump

Reviewed by 4 min read

The statistics ministry’s September project-monitoring print shows 1,853 central-sector projects worth Rs 37.56 lakh crore, up 122 projects and Rs 3.96 lakh crore on August. Railways explains nearly all of that rise. Railway projects in the monitored set went from 147 to 284, and their revised cost from Rs 3.14 lakh crore to Rs 7.21 lakh crore. Leave the railways out and the rest of the book barely moved. For anyone owning or hiring out machines on rail work, that is the line worth reading.

The quick facts

  • MoSPI’s September 2026 flash report, released 26 October, tracks 1,853 ongoing central-sector projects of Rs 150 crore and above across 17 ministries, with a revised cost of Rs 37.56 lakh crore.
  • About Rs 17.7 lakh crore has been spent, roughly 47 per cent of revised cost.
  • Road Transport and Highways has 974 projects worth Rs 9.46 lakh crore. Railways has 284 worth Rs 7.21 lakh crore.
  • 654 projects are past 80 per cent physical progress, against 338 past 80 per cent financial progress.

What the ministry reported

The Ministry of Statistics and Programme Implementation publishes this report every month through its PAIMANA platform. ANI, a ministry statement carried by Bhaskar Live and Blitz India Media, and The Policy Edge’s own reading of the report all agree on the headline count and cost. Transport and logistics accounts for 1,320 projects worth Rs 20.07 lakh crore. None of the copies we read gave the original cost, so we are not repeating the overrun figure going around.

Why did the portfolio jump by Rs 3.96 lakh crore?

It wasn’t a wave of new work. In our August read we showed railway projects dropping out of the monitored set, from 190 in July to 147. In September they came back, and then some. Railways added Rs 4.07 lakh crore of revised cost, more than the whole portfolio’s Rs 3.96 lakh crore rise. Outside railways the set went from 1,584 projects worth Rs 30.46 lakh crore to 1,569 worth Rs 30.35 lakh crore. That is flat. The Policy Edge counts 83 projects added during the month, 57 of them railway projects. That covers only part of the railway jump of 137, and the release text we read doesn’t explain the rest.

What it means for buyers

Compare the average project size. Highways average about Rs 971 crore a project. Railway projects now average about Rs 2,540 crore. Bigger rail packages, usually doublings and new lines, are heavy on formation earthwork and bridges: 20 to 30 tonne excavators, dozers, rollers and graders on the formation, then piling rigs, batching plants and cranes at the bridges. Formation work moves along the line in stretches, which usually suits hiring. Bridge concrete stays in one place for months, which is where owning starts to pay.

Our take: the gap between 654 projects past 80 per cent built and 338 past 80 per cent paid has widened since August, when it was 647 against 312. The Policy Edge cautions that the two measures run on different clocks, and it’s right to. Still, if you hire plant to contractors on central jobs, build retention and payment delays into the rate. Roads look steady: count and value were almost unchanged, and first-half highway awards were already up sharply.

What to watch

  • The October print, due around 25 November: does the railway set hold at about 284, or swing again?
  • Railway awards for doubling and new-line packages, where formation fleets get hired.
  • Whether the physical-versus-financial gap keeps widening.

FAQ

What do the MoSPI infrastructure projects September 2026 numbers show?

1,853 central-sector projects of Rs 150 crore and above, with a revised cost of Rs 37.56 lakh crore. About 47 per cent of that had been spent by the end of September.

Why are there 122 more projects than in August?

Mostly railways. Railway projects rose from 147 to 284. Outside railways, the count and value were roughly flat.

How much central-sector work is still unspent?

Roughly Rs 19.8 lakh crore: revised cost minus spending to date. That is our arithmetic, not a ministry figure.
