Visakhapatnam Accommodation Tender: 450 Dwelling Units for Sailors on EPC (Rs 179.00 Cr)

Military Engineer Services wants 450 dwelling units built for sailors at Visakhapatnam on an EPC contract worth ₹179.00 crore, and the Visakhapatnam accommodation tender closes at 6:00 PM on 5 November 2026.

What the notice says, and what it leaves out

The work is listed as engineering, procurement and construction for provision of deficient married accommodation for sailors, 450 DUs, at Visakhapatnam. DUs are dwelling units. The notice adds the string S1 S2 38 STOREYED without expanding it, so the number of blocks, the scales of accommodation and the storey count all have to be confirmed from the tender document before you price anything. Treat the title as a pointer, not a specification.

The inviting authority is the Chief Engineer, Eastern Command and Chief Engineer (Navy) Vizag, under E-in-C Branch at Army headquarters. Reference number 85471. The period of work is 1,080 days, which is close to three years and consistent with multi-storey residential blocks rather than a row of single-storey quarters.

The deposit figure on the portal is wrong

The portal lists the EMD amount as ₹15 with exemption allowed. That is a data entry error, not a policy: MES normally sets a flat earnest money figure, commonly ₹15,00,000, regardless of contract value, and every other MES notice open this fortnight carries that flat figure. Work from the tender document for the deposit and do not assume you are bidding a ₹179 crore job on fifteen rupees of security.

The tender fee is ₹3,000. Bids opened for submission on 24 August 2026 and open for evaluation at 9:00 AM on 12 November, a week after closing, which is a longer gap than MES usually allows and worth noting if you are planning a site visit.

High rise work changes the machine list

Multi-storey residential blocks are a concrete and vertical transport problem rather than an earthmoving one. The site clearance and foundation stage needs excavators and a piling rig, but once the structure starts rising the controlling machines are a tower or crawler crane, a concrete placer boom and a steady supply from transit mixers. On a Vizag site you also plan for cyclone season stoppages.

A three-year contract of this size justifies owning rather than hiring the core plant. Andhra Pradesh has heavy road work running at the same time if you would rather put machines on earthworks: the Amaravati Outer Ring Road packages and the NH-65 six laning to Machilipatnam are both open.
