Micro and small firms supplied 66.91% of the Rs 167.67 crore of materials Konkan Railway bought in 2025-26, according to its Materials Management Department’s September 2026 overview, and the route into that buying is the Konkan Railway vendor registration: an approved-supplier list for stores, free for firms already registered with a zonal railway or NSIC and Rs 1,000 for firms on the Konkan route applying directly. Works contractors join no list. They qualify tender by tender on IREPS against KRCL’s 2022 conditions of contract, which set similar-work, turnover and EMD tests by formula.
Konkan Railway Corporation Ltd (KRCL), a Ministry of Railways PSU, runs the 739 km line from Roha to Thokur near Mangaluru and builds projects elsewhere, including part of the Udhampur-Srinagar-Baramulla rail link. A machine owner meets it as a stores supplier or as a contractor on track, ballast, cutting and tunnel work, and the two follow different rules.
What Konkan Railway vendor registration covers
The registration sits with the Controller of Stores at Belapur, Navi Mumbai. KRCL’s Vendor Registration Procedure says only firms “in the business of manufacturing, stocking or marketing of stores” are eligible. Most critical railway items, such as track fittings, signalling parts and loco spares, are bought from lists kept by RDSO, ICF and DLW, so KRCL registers firms only for items outside those lists and only for items it displays on its website.
There are two ways in. A firm already registered with a zonal railway, a production unit, DGS&D or NSIC gets single-point registration for the same items, keeping the same monetary limit and validity. A firm whose corporate office is on the Konkan route, Roha to Mangalore, can apply directly. A firm based elsewhere and registered nowhere is told to register first with the railway that covers its corporate office, then come to KRCL.
| Point | Single-point (already registered) | Direct (firm on KR route) |
|---|---|---|
| Who | Registered with a zonal railway, production unit, DGS&D or NSIC | Corporate office between Roha and Mangalore |
| Fee | None | Rs 1,000, non-refundable, by demand draft to FA & CAO/KRCL, Belapur |
| How to apply | Format A on letterhead, emailed as a PDF to cos@krcl.co.in, hard copy by registered post, with the other body’s certificate | Same, plus the demand draft with the hard copy |
| Extra checks | Request examined against the existing registration | Unit may be inspected if the firm can execute orders above Rs 10 lakh |
| Validity | As granted by the railway, NSIC or DGS&D | 2 years at first, renewal for 3 years |
| Time | Acknowledgement by email within about 2 weeks of the hard copy; registration generally within 3 months | |
Criteria, documents and the A to E categories
The eligibility bar is short. Orders above Rs 1 lakh go only to a manufacturer or its authorised agent. Sales turnover must be at least Rs 20 lakh in the previous financial year, with orders executed for railways, PSUs, government departments or reputed private firms. Manufacturers need plant and quality control and a valid ISO 9000 certificate. Every firm needs a Class III digital signature certificate.
Format A, four pages, asks for constitution documents, plant and quality-control details for manufacturers, the authorisation letter for agents, shop and godown proof for stockists, GST and bank details, three years of income tax returns, CA-certified accounts and turnover, MSME, NSIC, GeM or TReDS registration if any, and a two-year performance statement with copies of purchase orders. You list the PL numbers or trade groups you want.
Each registration gets a monetary limit:
| Category | Order value the firm can take |
|---|---|
| A | Above Rs 40 lakh |
| B | Up to Rs 40 lakh (lower figure misprinted in the PDF; C stops at Rs 10 lakh) |
| C | Rs 5 lakh to Rs 10 lakh |
| D | Rs 1 lakh to Rs 5 lakh |
| E | Up to Rs 1 lakh |
The limit is set from your plant and machinery, NSIC registration, bankers’ report, balance sheet, production capacity and the value of similar orders in the last three years. Upgrading a category or adding trade groups is handled only at renewal.
What the registration is worth in a stores tender
KRCL’s Instructions to Tenderers for stores (November 2025) exempt from earnest money any vendor registered with Konkan Railway or another zonal railway, up to the monetary limit of that registration and for the items registered. NSIC-registered firms, vendors on RDSO or production-unit approved lists, manufacturers and their accredited agents, and DIPP-recognised startups are exempt too. That waiver is the practical value of the listing.
The list itself is small. KRCL’s published List of Approved Vendors, last updated June 2025, shows 25 entries from 2021-22 to 2025-26, among them cable, fire-control, petroleum and TMT firms, and only one in 2025-26. Most stores money goes elsewhere: GeM handled 754 KRCL orders worth Rs 56.96 crore in 2025-26, about a third of purchases, per the September 2026 overview. Tenders of Rs 25 lakh and above are advertised on IREPS, and IREPS copies them to the Central Public Procurement Portal. The same overview says all MSE suppliers are paid within 45 days.
Works contractors: no list, a formula in every tender
KRCL’s works regulations still refer to an “Approved List of Contractors”, but as read on 3 November 2026 the website publishes no such list and no way to apply. The stores registration does not cover civil or track work. A contractor qualifies in each tender under the KR General Conditions of Contract, July 2022, read with Advance Correction Slip No. 1 of 26 August 2022, which KRCL says applies to all its works contracts. The NIT documents themselves sit on IREPS behind a login, so read the full tender before bidding; the general railway steps are in the guide on how to become a railway contractor.
The tests run like this. Similar work: in the last seven years, three completed works each worth 30% of the advertised value, or two worth 40%, or one worth 60%. Turnover: average annual contractual turnover over three years of V/N or V, whichever is less, where V is the advertised value in crore and N the completion period in years. A certificate from a private individual does not count. One from a listed company with Rs 500 crore average turnover counts only with the work order, bills, TDS certificates and a CA’s payment statement.
Bid security is 2% of the estimate up to Rs 1 crore, then Rs 2 lakh plus 0.5% of the excess, capped at Rs 1 crore. Startups recognised by DIPP pay none and labour cooperative societies pay half. The GCC’s tender clauses say nothing about relief for micro and small enterprises. A worked example, using an assumed tender:
| Assumed works tender: Rs 2 crore, 2 years | Requirement under KR GCC 2022 |
|---|---|
| Bid security | Rs 2 lakh + 0.5% of Rs 1 crore = Rs 2.5 lakh |
| Average annual contractual turnover | V/N = Rs 1 crore (less than V) |
| Similar work, option 1 | One job of Rs 1.2 crore |
| Similar work, option 2 | Two jobs of Rs 80 lakh each |
| Similar work, option 3 | Three jobs of Rs 60 lakh each |
What KRCL awarded in 2026, and who got through
KRCL posts monthly registers of awarded contracts. The Engineering department’s January to October 2026 registers and the Ratnagiri region’s January to March 2026 register include these:
| Work (tender no.) | NIT date | Bids / qualified | Awarded value |
|---|---|---|---|
| Supply of ballast at Chiplun depot, loading into KRCL hoppers, unloading, spreading and boxing (KR/RN/W/2026/03) | 23 Jan 2026 | 4 / 2 | Rs 1,11,54,147.69 |
| Tree cutting and jungle clearing, Ratnagiri region (KR/RN/W/2026/06) | 3 Feb 2026 | 6 / 6 | Rs 14,60,672.03 |
| Supplying and stacking ballast at Murdeshwar depot for complete track renewal (KR/W/1/58/2026/01) | 7 Apr 2026 | 3 / 2 | Rs 2,67,55,642 |
| Rail renewal, 77 track km with 52 kg rail panels, Madgaon (KR/W/1/58/2026/08) | 20 Jun 2026 | 5 / 3 | Rs 7,49,97,252 |
| Two-year maintenance contract for petty works, HQ (KR/W/09/2026/08) | 20 Aug 2026 | 6 / 3 | Rs 61,48,111 |
Values exclude GST. In the larger jobs, a third to a half of bidders failed technical evaluation, which is where the similar-work certificates decide the outcome. The jungle-clearing tenders, by contrast, qualified every bidder. Engineering offices at Ratnagiri also hired utility vehicles for permanent-way sections through GeM contracts of about Rs 14 lakh each for two years.
Which KRCL work needs machines
The Konkan line runs through 91 tunnels totalling 84.496 km and 563 cuttings totalling 223.786 km, in rainfall of 3,500 to 4,000 mm a year, according to KRCL’s Engineering department note of November 2024. It counts 740 boulder falls and soil slips between 1998-99 and 2024-25. Its geotech safety works include boulder netting, rock bolting, shotcreting, flattening of cutting slopes, toe walls and lining of catch-water drains. Track maintenance by tamping machine is KRCL’s own job; the outside work is in depots, cuttings and drains.
Ballast depot contracts are loader work: loading hoppers at Chiplun, Murdeshwar or Sindhudurg suits a wheel loader such as the Hyundai HL630I-V. Flattening a laterite cutting and clearing a slip needs an excavator in the class of the Tata Hitachi EX 70 Prime, and catch-water drains and toe-wall foundations are backhoe jobs for a JCB 3DX. If a ballast contract justifies a new loader, arrange equipment finance before the bid date, since the EMD and the down payment draw on the same working capital.
Jammu and Kashmir is a sub-contract market. KRCL’s September 2026 brief on its Katra-Dharam section of the USBRL says 85.5% of that route is in tunnels and that construction machinery, plant and equipment are arranged by its construction contractors. A machine owner reaches that work through those contractors. The RVNL vendor registration and RITES vendor registration guides cover the other two rail PSUs that tender the same kind of work.
The question to put to KRCL’s tender section
KRCL’s stores tenders waive EMD for railway-registered and NSIC-registered vendors, but its 2022 works conditions exempt only startups and labour cooperatives. Before you price a works tender as a micro or small enterprise, write to the issuing engineer and ask: does a Udyam-registered MSE get any EMD or eligibility relief on this works NIT, or does the full 2% apply? The answer decides how much working capital you lock up. Live railway and PSU works are listed with estimate, EMD and closing date on the government tenders and opportunities board.
Figures come from KRCL’s Vendor Registration Procedure, Format A, List of Approved Vendors (June 2025), Materials Management overview (September 2026), Instructions to Tenderers (November 2025), KR GCC July 2022 with Correction Slip No. 1, the Engineering department note (November 2024), the J&K project brief (September 2026) and the 2026 contract award registers, as read on 3 November 2026. The worked example uses an assumed tender. Portals, documents and supplier terms change. Confirm the current process with Konkan Railway’s Materials Management Department or the tender’s issuing office before you apply or quote. DesiMachines is not liable for decisions taken on information that may have changed after publication.
