There is no official estimation engineer salary scale, because no government pay table uses that title. The public sector hires the same skill under other names, and its 2025 and 2026 notices give dated figures: Rs 36,000 to 50,000 a month at one to two years (IRCON, WAPCOS), an E-1 basic scale of Rs 40,000 to 1,40,000 at NBCC for a civil executive whose work includes estimation and rate analysis, Rs 1,75,000 a month at NHAI for a quantity surveyor with eight years in estimates and BoQ, and a basic scale of Rs 70,000 to 2,00,000 at IRCON for a deputy general manager who must know costing and estimation. Private contractors do not publish their pay.
Who in a contractor’s office decides what the firm will charge for a kilometre of road? Usually not the owner, and not the site engineer either. It is the person who reads the drawings, counts every cubic metre, prices each item down to the hour of machine time, and hands over a number the firm will be held to for two years. That seat is the estimation engineer’s.
Job portals will give you a figure for it in seconds, but those figures are self-reported and undated. This piece uses only notices that a public body signed and dated, and says where each one comes from.

Read the table as a ladder of the same skill, not a list of identical jobs. The IRCON contract post and the WAPCOS post are entry seats where estimation is part of the work. The NHAI post is the purest match: its duties are estimates, bills of quantities and rate analysis, and nothing else. An older notice from NHAI’s own project-manager company, NHIPMPL, dated 5 March 2024, offered Rs 1,00,000 a month for a quantity surveyor with five years in roads and highways.
What the seat actually does
The notices describe the work in their own words. IRCON, which works as a turnkey contractor on railway and highway projects, asks its senior civil hires for “estimation of quantities for EPC bids” and “experience of planning, costing and estimation”. NBCC lists “Estimation, Tendering, Rate analysis and Contract Management” as one of the routes into its executive post. NHAI wants a quantity surveyor to do “granular cost-checking of the Bill of Quantities (BoQ), quantity calculations, and detailed rate analysis”.
In a contractor’s office that turns into three jobs. First, take quantities off the drawings, using a standard construction estimate format. Second, build a rate for each item from labour, material and machine time, which is where the owning cost of an excavator or roller goes into the bid; our breakdown of excavator cost per hour is the kind of working an estimator keeps on file. Third, decide how the tender is quoted, whether item by item or as a single percentage, which changes how much risk the firm carries (see item rate vs percentage rate tenders).
Get the machine rate wrong by a few hundred rupees an hour and it shows up a year later as a loss on every cubic metre moved. That is why a firm that runs its own excavators and tippers values an estimator who knows what fuel and repairs really cost over one who copies a schedule of rates.
Basic pay is not take-home
The scales in the table are basic pay only. IRCON’s 2025 notice spells out what sits on top: variable DA, at that time 48.7% of basic; HRA of 27%, 18% or 9% depending on the city grade; other allowances at 35%; and performance-related pay. NBCC’s E-1 scale is likewise an IDA basic scale with allowances added.
IRCON’s notice also shows what it expects a senior candidate to be earning already. A government or PSU applicant from an organisation without IDA or CDA scales must show a current cost to company of at least Rs 19 lakh a year for the DGM post and Rs 22 lakh for the JGM post. Applicants from the private sector need nine and thirteen years of total experience respectively.
Contract posts work the other way. IRCON’s Rs 36,000 is a fixed consolidated sum with a 5% increment after each completed year, and the NHAI quantity surveyor post is a two-year engagement that can be extended to five.
Estimation engineer vs quantity surveyor
In many small and mid-sized firms one person does both, and public notices often use the quantity surveyor title for estimating work. The difference is timing. Estimation happens before the award, when the firm decides its price. Quantity surveying usually means measuring the work done after the award and billing it, variations included. Our piece on quantity surveyor salary in India covers the billing side of that desk.
The estimation seat also sits next to planning. A planning engineer sequences the work and the machines; the estimator prices that sequence. Firms that bid often tend to merge the two early in a career and separate them later.
How to get into estimation
The base is a civil engineering degree or diploma. The NBCC notice of 2026 asked for a full-time civil degree with 60% marks, two years in PMC, EPC, real estate or infrastructure work, and an age limit of 30. The SSC Junior Engineer syllabus already includes “Estimating, Costing and Valuation”, covering rate analysis and detailed estimates, so the material is not new to anyone who prepared for that exam.
What moves the number is evidence that your estimates held up. The NHAI notice asked for eight years in quantity estimation, BoQ preparation and rate analysis on national highway or major highway projects, and accepted a civil degree or equivalent, or a certificate course from the Institution of Quantity Surveying. Highway and metro experience is what both NHAI and IRCON name. A small contractor’s estimator who has priced a run of government tenders and can show which ones were won, and at what margin, has the same kind of record.
The bottom line
The official record puts estimation pay at about Rs 36,000 to 50,000 a month in the first two years, an E-1 basic of Rs 40,000 upward at a PSU, and Rs 1,75,000 a month for an experienced quantity surveyor at NHAI in 2026. Private contractor pay is not published, so treat any single number you see for it with care, and compare packages on take-home, not basic.
If you price bids for a living, the fastest way to sharpen your rates is to see what is being tendered right now. Browse live construction tenders and check current excavator prices before you build your next machine rate.
